SUMMARY OF CHANGES
BUILDING 24 DISPATCH REMODEL – SOLICITATION 1282B124R0054
Amendment 0002
The purpose of Amendment 0002 is as follows:
1) To provide information for an additional site visit due to requests from vendors. Vendors attending the initial site visit that was held in July 2024 may select to come to the second site visit if the company feels that it is needed; however, it not required for vendors that attended the 1st site visit. For full details, see below: Information for Site Visit #2.
2) To provide Attachment – 7: ADDENDUM 2 _for Plans_Drawings_07242024, summarizing the changes to the plans and specifications;
3) To provide Attachment – 8: the Asbestos Report- Building 24, (Limited Inspection Report for Asbestos Containing Building Materials);
4) To provide Attachments 9 – 14, the As Built 1988 documentation, in response to vendor question number seven: As Built Attachments are as follows:
Attachment – 9: Demo Plan South Wing Sheets 2 & 6 of 11;
Attachment – 10: Demo Wing West Sheets 1- 11;
Attachment – 11: Demolition Plan Sheets 1 - 5;
Attachment – 12: E Sheets E1 – E8;
Attachment – 13: M Demo Sheets M1 – M3;
Attachment – 14: Reception Area Remodel Sheets 1-3 **Attachments can be found in the Attachments section of the Sam.gov website**
5) To provide responses to questions submitted by vendors.
6) All other terms and conditions remain unchanged.
Information for Site Visit #2
A site visit is required. The second site visit is scheduled as follow:
DATE: August 12, 2024, at 9:00 a.m. Mountain Time.
Location: 24 Fort Missoula Road, Missoula, MT 59804.

CHANGES TO PLAN
See Attachment – 7: Addendum 2, Updates to Plans_Drawings_07242024 which summarizes the changes to the plans and specifications.
QUESTIONS AND ANSWERS
Question 1: A contractor is putting together a bid for the lighting fixtures and the control portion of this project and would like to would like to know if these products need to be BAA or BABA compliant. The contractor is not able to find any information on this; however, sees the requirements for other sections require BAA.
Answer to Question 1: See page 14 of the Solicitation – FAR 52.225-9 Buy American Act- Construction Materials (OCT 2022).
Question 2: Do you have an anticipated budget value that you can share with us?
Answer to Question 2: Please see C-3 in Section C – Description and Specifications. The Government Cost Estimate for this project is $1,000,000 to $5,000,000.
Question 3: Someone in attendance at the Site Visit commented and inquired the following:
The fixed “C” windows are spec’d as Sierra Pacific all wood Urban casement picture windows.
After looking at the windows in place, our all wood Direct Glaze window would be a much closer match than the Urban casement picture. I have attached a detail of all wood Direct Glaze window. We can do the all wood Direct Glaze window with, or, without Brickmould. (The two attachments were submitted by the vendor asking the question below:
Since all the windows, “C” and “E” are interior windows, would you prefer a ¼” single glazed piece of glass or would you prefer to stay with a double pane insulated glass unit?
Answer to Question 3: The Forest Service wants to stay with the double pane insulated glass unit specified.
Question 4: Electrical work in other parts of the building. Can we see those?
Answer to Question 4: The first site visit took the potential bidders through the building. The only room that was unavailable for viewing was the Linc Pass Room, where the existing electrical panel is located. This is a secured room and access was not available on the day of the site visit. See included pictures below:

Question 5: How much notice must be given when need to shut down electricity during construction?
Answer to Question 5:
See 02 4100 – 1, 3.03 EXISTING UTILITIES D. Do not close, shut off, or disrupt existing life safety systems that are in use without at least 7 days prior written notification to Contracting Officer.
E. Do not close, shut off, or disrupt existing utility branches or take-offs that are in use without at least 3 days prior written notification to Contracting Officer.
Question 6: Where is the Fire Alarm Panel Located?
Answer to Question 6: It is in the southern wing of the basement (between J-K along line 7).
Question 7: Are as-built drawings, showing the current condition, of Building 24 available?
Answer to Question 7: As-built drawings will be posted to SAM.gov with this amendment.
These plans are for reference only. Existing conditions may differ from what is shown on these plans. The contractor shall make reasonable efforts to verify field conditions prior to bid. See FAR 52.236-3 Site Investigation and Conditions Affecting the Work. (See the Attachments listed as Zip File.)
Question 8: When will the contractor have access to the existing electrical panel in the Linc- Pass room during construction?
Answer to Question 8: Note, this room is secured, and access will have to be coordinated in advance.
Question 9: Who do the contractors send RFI’s to?
Answer to Question 9: RFI’s should be sent via email to the following: Janice King, Contract Specialist, at janice.king@usda.gov and Lucas Dahlman, Contracting Officer, at lucas.dahlman@usda.gov
Question 10: Access for the gutter replacement option. May the contractor use equipment or will scaffolding be required?
Answer to Question 10: Equipment may be used; however, the contractor is responsible for repairing any and all damages should this occur.
Question 11: Who provides and installs the new furniture?
Answer to Question 11: The Forest Service will provide and install new furniture.
Question 12: Who is responsible for obtaining permits?
Answer to Question 12: The Contractor is responsible for obtaining permits.
Question 13: Looking at the documents of Solicitation, offer, award form it states in line 13 a.
offers are to be receive by 1100 on 8/6/24 at line 8 location see line 7.
Line 7 is USDA Forest Service, in Washington DC. Are we to mail our offers to this address, by this date? Or do we hand deliver to the 24 fort Missoula Ave. Missoula on page 3?

Question 14: Do subcontractors submit their bids to general contractors or to the Forest Service?

Question 15: Vicon’s Valerus Video Management Software and Vicon Cameras are approved on the GSA and wanted to see if they could be bid as an equivalent alternative to the Avigilon and Milestone VMS and Pelco and Axis cameras.
Answer to Question 15: The contractor is responsible for providing proof that the system is compatible for this requirement.
Question 16: I am assuming our proposals are to be submitted electronically. Is that correct? I have not found where it actually says that in the solicitation.
Answer to Question 16: Please see the answer to question #13.
Question 17: Can you clarify the time proposals are due? Form 1442 page 1 references “local time” with a Washington DC address; page 3 calls out central time.
Answer to Question 17: Proposals are due on September 5, 2024, at 11:00 a.m. Central Time.
Question 18: The optional bid items are not numbered the same way on the bid schedule vs.
the plan sheets.
Answer to Question 18: The numbers in the Schedule of Items is correct.

Question 19: Plan sheet AD-101 references abatement drawings. Can you clarify what these are? Is asbestos abatement part of our scope?
Answer to Question 19: Building 24 is known to have asbestos containing materials present in the building. The USDA-Forest Service has had some testing completed and the report is attached in SAM.gov.
If materials are encountered which will be disturbed or demolished and may contain asbestos, it is the contractor's responsibility to test, provide a copy of the test results, and to legally dispose of the Asbestos Containing Materials. The contractor shall be responsible for all known ACM listed in the attached report and shown in the photos below.
If Asbestos Containing Materials are found that were not shown in the report or listed in the photos will be considered a differing site condition, and the contractor must immediately notify the Contracting Officer.
All ACM testing by the contractor shall be included in the base contract.

Question 20: Will the Forest Service provide an area for a temporary construction trailer and material staging?
Answer to Question 20: The Forest Service will allow the contractor to use the smaller parking lot directly south and adjacent to Building 24.
Question 21: There is existing bird netting at the exterior soffits that does not show on AG-103.
Can you clarify what happens to this?
Answer to Question 21: The contractor is required to replace/repair and removed or damaged portions of the bird netting.
Question 22: Can you provide a site plan that shows the work on E006? Is the underground generator feeder at the same location as the existing exterior concrete stair?
Answer to Question 22:
Sheet E006 has been revised as described below:
a. Location of chiller has been adjusted to better show its actual location.
b. Routing of power from the generator to the ATS was adjusted to reflect the location of the chiller.
Question 23: I am assuming there needs to be a concrete pad at the new generator. Is there a detail for this?
Answer to Question 23: The plans have been revised to show the detail for the new concrete generator pad.
Question 24: Can we get a copy of the pre-bid sign in sheet?
Answer to Question 24: Amendment One includes a list of vendors that attended the site visit.
Question 25: Do you have a plan holders list other than Quality and Sirius that are listed on the plans exchange?
Answer to Question 25: See the answer to Question 24.
Question 26: Could we schedule a site visit?
Answer to Question 26: Yes, a second site visit is scheduled for August 12, 2024, at 9 a.m.

Question 27: Note 1 for the one-line on Sheet E002 references Sheet E100. However, that sheet is not available and is not listed in the sheet index, is this a typo or is a sheet missing?
Answer to Question 27:
Sheet E002 has been revised as follows: a. One Line Diagram Key Note 1 is changed to refer to Sheet E006.
Question 28: Who is the best contact for this project?

Question 29: Sheet AFD-701, Room Finish Schedule, rooms 100, 101, 204 & 218 call for flooring as CPT3, CPT1 or LVT1 which do not match Finish Floor Plans on sheets AFD-701 & AD-701.
Answer to Question 29: CPT3 is a mistake, it should read CPT2. Rooms 204 and 218 will be CPT1 not LVT1. For all other carpet color questions, a sample of specified finishes should be provided to the Contracting Officer (CO) for approval prior to application.
Question 30: Please locate RB1 6” Rubber Base on Room Finish Schedule.
Answer to Question 30: RB1 6” Rubber Base is shown on the Room Finish Schedule Plan Sheet AD-701 and AFD-701 in the column labeled Base Finish and is identified as RB instead of RB1.
Question 31: From Room Finish Schedule, please locate on floor plans, room 221 for CPT1 carpet.
Answer to Question 31: Room 221 is the new office to be built in the north wing on the second floor. It is shown on Plan Sheet AO-101. It is SOI Option 3 = Plan Sheet Option 4.
Question 32: I was connecting to see if on this project I would be able to substitute a Fujitsu unit in place of the Daiken ductless
Answer to Question 32: The contractor is responsible for providing proof that the product is compatible for this requirement.
