About this file

This is a Clean Label Requirement document issued by the Food and Child Nutrition Services division of Dallas ISD in Texas, establishing prohibited ingredient standards for products submitted under the Fresh Produce Delivery for Food and Child Nutrition Services contract. The document specifies comprehensive restrictions on non-preferred ingredients aligned with Legislative Bill #314, effective as of August 11, 2025. Products submitted for consideration must not contain artificial colors (including synthetic food dyes such as Blue 1, Blue 2, Green 3, Red 3, Red 40, Yellow 5, Yellow 6, and Caramel Color Class 3-4), artificial flavors, or unspecified natural flavors. Additionally, prohibited ingredients include specific antioxidants (BHA, BHT, Propyl Gallate, Propyl Paraben, and TBHQ), emulsifiers (BVO and CMC), sweeteners (High Fructose Corn Syrup, aspartame, saccharin, stevia extracts, and sugar alcohols), flour treatment agents (azodicarbonamide and bromated flour), mycoprotein in meat alternative products, and Bisphenol A (BPA) in packaging materials.

Food and Child Nutrition Services reserves the right to accept or reject products based on ingredient compliance. For products containing caramel color, vendors must specify the caramel class upon bid submission to ensure proper compliance review, as the FDA does not mandate this specification on ingredient labels. The one-year contract term includes two successive one-year renewal options, not to exceed three years total, with either party required to provide written notice of non-renewal at least ninety days prior to contract expiration. This procurement is conducted in accordance with Title 2 of the Code of Federal Regulations Part 200 and requirements set by the United States Department of Agriculture and Texas Department of Agriculture, with potential utilization of local, state, federal, and grant-funded programs.
