About this file

This is a Clean Label Requirement document issued by Dallas ISD Food and Child Nutrition Services in conjunction with a Request for Proposal for School Delivery Fresh Dairy Products & Juice (District-Wide Delivery). The document establishes prohibited ingredient standards for all food product submissions in compliance with Legislative Bill #314 and federal USDA requirements. The RFP seeks vendors to supply fresh dairy products and juice on a district-wide, as-needed basis, with contract terms of one year with two successive one-year renewal options, not to exceed three years total. Either party must provide ninety days' written notice prior to contract expiration if they do not intend to renew. All vendors are encouraged to participate, including sole source providers, and the procurement is conducted in accordance with Title 2 of the Code of Federal Regulations Part 200, USDA, and Texas Department of Agriculture requirements.

The prohibited ingredient list specifies that food products cannot contain artificial colors (including synthetic food dyes and titanium dioxide), artificial flavors, monosodium glutamate, certain antioxidants (BHA, BHT, propyl gallate, propyl paraben, TBHQ), emulsifiers (BVO, CMC, polysorbates), non-preferred sweeteners (high fructose corn syrup, aspartame, saccharin, sugar alcohols, stevia extracts), flour treatment agents (azodicarbonamide, bromated flour, potassium bromate/iodate), mycoprotein, or BPA in packaging. For products containing caramel color, vendors must specify the caramel class upon bid submission, as the FDA does not mandate this specification on ingredient labels. The proposal may utilize local, state, federal, and grant-funded programs for purchasing these products.
