About this file
Attachment J is a Respondent Comparative Analysis document from the Florida Department of Juvenile Justice (DJJ) for Invitation to Negotiate (ITN) #10908, titled RES-45-Beds-Moderate-High-Females-IMH-Northwest-C1. The document provides a scoring matrix for evaluating proposals for a 45-bed residential commitment program for female youth, with a total of 20 moderate-risk and 25 high/maximum-risk beds requiring Intensive Mental Health (IMH) Treatment Services. The evaluation uses a 100-point scoring system across multiple categories including program components, living environment, community involvement, staffing, management capabilities, and treatment services, with each category assigned a specific weight.
The scoring methodology allows negotiation team members to rate each respondent's proposal using a 1 or 2 scale (with 2 being the best) and calculates weighted scores to determine the best overall value to the Department. Categories to be scored include innovative program services, program components like delinquency interventions and restorative justice, community involvement, discharge planning, staffing and personnel, management capabilities, budget, health services, and mental health treatment services. The document indicates that if the team cannot reach consensus on a score, the team lead may use a majority-rules approach, and the tool will be modified based on the number of respondents remaining in the process.

RESPONDENT COMPARATIVE ANALYSIS
INSTRUCTIONS: The negotiation team will score the Respondent's proposal based on the categories below. The team will consider the initial written reply, the Respondent's presentation, all negotiated changes and as compared to the other Respondents' proposals in its determination of the raw score. For each category below, the team will score the Respondent's reply as either 1 or 2 (2 being the best). The total weighted scores for each Respondent are tallied and thus, based on the total weighted score, ranked for the best overall value to the Department. If the team is unable to reach group consensus in its determination of a raw score, the team lead may elect to use a majority-rules approach to decide the score. This tool will be modified based on the number of Respondents remaining at this point in the process.
