About this file
This document is a Respondent Comparative Analysis form from the Florida Department of Juvenile Justice's Residential Program Office for Invitation to Negotiate (ITN) #10908, specifically for a 45-bed Moderate-High Female Intensive Mental Health (IMH) Northwest residential treatment program. The document provides a structured scoring framework for evaluating proposals, with categories including program components, living environment, community involvement, discharge planning, staffing, management capabilities, health services, and treatment services. The total possible score is 100 points, with varying weights assigned to each category (ranging from 5 to 15 points).
The scoring methodology requires negotiation team members to rate each proposal category on a scale of 1 or 2 (with 2 being the best score), and then calculate weighted scores to determine the best overall value to the Department. The form allows for multiple respondents to be compared side-by-side, with spaces for raw scores and weighted scores. In this particular image, no scores have been filled in, suggesting this is a template used during the proposal evaluation process. The document indicates that if the team cannot reach consensus, the team lead may use a majority-rules approach to determine scores, and the tool can be modified based on the number of respondents remaining in the process.

RESPONDENT COMPARATIVE ANALYSIS
INSTRUCTIONS: The negotiation team will score the Respondent's proposal based on the categories below. The team will consider the initial written reply, the Respondent's presentation, all negotiated changes and as compared to the other Respondents' proposals in its determination of the raw score. For each category below, the team will score the Respondent's reply as either 1 or 2 (2 being the best). The total weighted scores for each Respondent are tallied and thus, based on the total weighted score, ranked for the best overall value to the Department. If the team is unable to reach group consensus in its determination of a raw score, the team lead may elect to use a majority-rules approach to decide the score. This tool will be modified based on the number of Respondents remaining at this point in the process.
