SW Walker Road/SW Murray Boulevard Intersection Improvements - Bid Documents Summary

This document consists of Book 2 of the bid documents for a comprehensive infrastructure project issued by the Washington County Department of Land Use & Transportation for the SW Walker Road/SW Murray Boulevard Intersection Improvements (Project #100238, Bid #2026.102-LUT). The project encompasses construction of a new bridge on Murray Boulevard over Cedar Mill Creek, deconstruction and reinstallation of the existing Murray Bridge on Walker Road, installation of two box culverts for North Johnson Creek, installation of traffic signals at two intersections, widening of approximately 2,350 linear feet on Murray Boulevard and 2,450 linear feet on Walker Road with new curb and sidewalk, construction of gravity retaining walls, and development of a stormwater collection and conveyance system with water quality treatment facilities. Additional work includes installation of approximately 875 feet of 42-inch TVWD waterline and 500 feet of CWS sanitary sewer. A mandatory in-person pre-bid meeting is scheduled for January 28, 2026, at 2:00 p.m. at the Walnut Street Center in Hillsboro, Oregon; non-attendance results in bid rejection. Electronic bids must be submitted through the OpenGov Procurement Portal by February 4, 2026, at 1:00 p.m., with public bid opening via Microsoft Teams. The project has two distinct completion deadlines: February 14, 2027, for TVWD waterline installation and activation, and August 31, 2028, for all remaining work except seeding and plant establishment.

Liquidated damages are assessed at $1,100 per calendar day for failure to complete waterline work by the first deadline and $2,700 per calendar day for failure to complete remaining work by the second deadline. A 10 percent bid guaranty is required, with first-tier subcontractors disclosed within two work hours of bid closing. Bidders must be prequalified with the Oregon Department of Transportation and licensed by the Oregon Construction Contractor's Board. The project is subject to Washington County's Clean Air Construction Standard requiring diesel non-road equipment over 25 horsepower to meet specific emissions standards. Contractors must utilize the B2Gnow system for monthly subcontractor payment reporting and comply with prevailing wage requirements as established by the Bureau of Labor and Industries. The estimated project cost ranges from $20,000,000 to $40,000,000, representing a significant infrastructure investment in the Beaverton area involving complex bridge construction, culvert installation, utility coordination, and extensive roadway improvements.
