Instructions for Offerors: The following are minimum features and functionality requested by the County. For each line item, indicate if the functionality is provided as described below in the legend and provide a description of how the Solution provides the requested feature or if an alternate Solution is proposed. Offerors should prepare to, at a minimum, present all of the features and functionalities below during a demonstration if requested by the County.
County reserves the right to award to any Offeror who can provide the requested functionality or equivalent or alternate functionality acceptable to the County.

MN = Mandatory. Offerors may be considered non-responsive if they cannot provide the functionality marked as “MN” or an equivalent or alternate solution acceptable to County.
S = Standard functionality out-of-the-box or meets requirement fully
M = Modification required (i.e. standard script or other work-around)

1 GENERAL: System Requirements
1.1
System must be hosted in the cloud by the vendor allowing access to users in real-time both in the office and in the field using mobile devices.
1.2
County anticipates the following minimum number of users, and reserves the right to increase or decrease these numbers throughout the term of an agreement: 3 investigations staff (administrators), 6 Officers, and 2 Commanders. County’s preference is that Software will have the ability to grant access to an unlimited number of users at no additional cost, but may consider other proposed options.

Software provides individual login accounts for each user and is capable Single Sign On Active Directory integration for user authentication.
1.4 Offeror will provide Software enhancements and updates free of charge whenever released.
1.5
Ability to searches, which may include but are not limited to, names, partial names, vehicles, registration plates, VIN numbers, phone numbers, email addresses, social media, operators license, date of birth, social security numbers, addresses, etc. Partial and/or combination type searches.
1.6 Software must be able to keep and track
search history per user.
1.7
Software does not require client-side installation, browser plugins (e.g.
Silverlight, ActiveX), or changes to local workstation security.
1.8 The ability to immediately run and print
reports without upon onboarding.
1.9
Software should be designed to be accessible for people with disabilities and verifiably compliant with applicable standards and laws, which may include but is not limited to, sections of Section 508 of the Rehabilitation Act of 1973, which defines standards for electronic and information technology and web-based applications and Web Content Accessibility Guidelines, which defines how to make Web content more accessible to people with disabilities.
1.10 Ability to guard against hacking and
improper access or dissemination .
1.11 Generate monthly usage and financial
report with cost analysis.

Reporting: Software needs to be able to export all reports into a CSV or XLS/XLSX file, word document, PDF, or other format acceptable to County.
1.13 Software automates data aggregation
from various sources.
1.14
Key checks include criminal records, employment and education verification, professional license verification, credit history checks, driving records, and identify verification.
1.15 Customizable reports, discrepancy
flagging, and insightful analytics.
1.16
Robust data security measures (encryption, secure storage), data access control, consent management, and data retention policies.
1.17 The software should be scalable to handle high volumes of checks when necessary.
1.18 Access control that limits access to sensitive data to authorized personnel based on job roles.
1.19 Detailed logs of data access and activity for accountability and compliance purposes.
