About this file

This document is an Exhibit J - Rates document from the City of Fort Worth Water Department (FWWD), detailing utility rates and fees for water, wastewater, stormwater, garbage collection, environmental protection, and fireline services for the year 2025. The document provides comprehensive rate structures for approximately 300,000 customers in Fort Worth and 32 surrounding communities, with rates differentiated between inside and outside city limits. The water utility is self-funded through rates and fees, with no property tax dollars supporting operations.

The rate structure includes tiered pricing for water usage, monthly service charges based on meter size, wastewater volume rates, stormwater fees calculated by property hard surface area, garbage collection fees, environmental protection fees, and fireline rates. Notable features include a "pay-as-you-throw" garbage collection model, stormwater utility fee credits for best management practices, and environmental fees that support various city environmental programs. Rates vary by customer type (residential, commercial, industrial) and are structured to cover the cost of maintaining infrastructure, ensuring service availability, and supporting environmental mandates. The rates are set to generate revenue for maintaining and improving utility services without relying on tax dollars.

Exhibit J – RATES

The City of Fort Worth Water Department (FWWD) operates the City’s Water Utility and administers the Utility’s billing functions and the collection of fees for water, wastewater, stormwater, solid waste, and related services. FWWD provides water services to approximately 300,000 customers in the City of Ft. Worth and thirty-two surrounding communities. The water utility is funded solely by the rates and fees it assesses and collects. No property tax dollars are used to fund water and wastewater operations.

Rates are per 100 cubic feet or CCF. One CCF equals 748.1 gallons.

Water Rates

Water rates have two components - a tiered volume charge and a fixed monthly service charge based on water meter size. The rates are split between inside and outside city boundaries.

Water billing rates for 2025 are in the following tables:

Wastewater

Wastewater rates have two components - a volume charge and fixed monthly service charge based on water meter size. The rates are split between inside and outside city boundaries.

FWWD uses a winter quarter average to determine billable sewer flow. Household water use in December, January and February is averaged to establish the monthly wastewater volume assessed. The updated winter quarter average volume begins on the April water bill. Customers without a consumption history will default to 9 CCF per month basis.

Stormwater

The stormwater utility is a monthly user fee that pays for maintenance, improvements to the stormwater drainage system and other stormwater program activities. This fee is similar to other utility fees for water, sewer, and garbage.

Owners of developed property in Fort Worth are charged a user fee for stormwater services. This includes residential property owners, businesses, apartment complexes, public facilities, city owned facilities and churches.

Residential:

The stormwater fee is calculated based on the amount of hard surface on your property. If you own a single-family residence, your property is placed in one of four tiers depending on the square footage of your home. The fees effective January 2025 for single-family properties range from $3.47 per month for small homes with limited parking to $13.88 per month for large homes.

Each residence is placed in one of four tiers according to square footage. For example, a 1,600 square foot residential property falls into Tier 2 and is charged $6.94 per month.

Stormwater billing rates for 2025 are in the following table:

Table 5: FWWD Stormwater Rates

Stormwater Rates - 2025

Low Occupancy Residential Property (such as single family) Tier 1 0.5 ERU - Up to 1,300 square feet $3.47 Tier 2 1.0 ERU - 1,300 to 2,475 square feet $6.94 Tier 3 1.5 ERU - 2,476 to 3,394 square feet $10.41 Tier 4 2.0 ERU - 3,394+ square feet $13.88

High Occupancy Residential / Non-Residential Property Per ERU (2,600 square feet of impervious surface) Estimated or measured impervious surface $6.94 / ERU

Non-Residential (Commercial and Industrial) and High Occupancy Residential:

The city uses digitized aerial photography to measure impervious (hard surface) areas of every developed parcel. Non-residential, high occupancy residential fees are based on the amount of hard surface area on the property. Hard surface area includes buildings, sidewalks, driveways and parking lots. Hard surface area will be divided by the standard Equivalent Residential Unit (ERU) of 2,600 square feet to determine the number of billing units on the property. The number of billing units then will be multiplied by the standard ERU rate of $6.94.

For High Occupancy Residential/Non-Residential Property such commercial and industrial properties, the monthly rate is $6.94 per billing unit (2,600 sf of hard surface = 1 billing unit).

For example, the monthly fee for a commercial property with a total hard surface area of 25,000 square feet (.57 acre) will be $69.40, calculated as follows:

25,000 sq. ft. ÷ 2,600 sq. ft. = 9.6 billing units, rounded to 10 billing units, 10 billing units x $6.94 per month = $69.40 per month.

Stormwater Credits

Stormwater Credits are awarded to non-residential rate payers in the City for voluntarily implementing Stormwater Best Management Practices (BMPs) to help reduce the amount of runoff and/or to improve the water quality of runoff from their property. The credits are applied as percent discounts to the regular monthly stormwater fees. The Stormwater Management Division administers this program, in which credits are available for the following BMPs. The percentages reflect the maximum possible award for each category.

Applicants agree to the following conditions for participating in the program:

1. Credits are valid for a year and must be renewed annually,

2. The sum of credits, except for zero-discharge and beneficial special measures cannot exceed 40%,

3. Applicants submitting for detention or water quality facilities will need to submit a maintenance plan.

Applicants agree to their facility being inspected.

4. Applicants will need to self-inspect and submit annual maintenance reports.

Garbage

Fort Worth is a ‘pay-as-you-throw’ city which means you pay for the level of garbage service used, very similar to other utility services. Solid waste service fees appear on your Fort Worth water bills as a sanitation fee.

Residents may be subject to extra fees associated with noncompliance of garbage and recycling carts.

• Overloaded carts - Any garbage or recycling materials that do not allow the cart lids to be properly and securely closed are considered overloaded/overfilled. The penalty fee is $6.50 per overloaded cart.

• Loose bags - Any additional bags or items set outside of or next to the carts are considered "loose bags". The penalty fee is $3.00 per loose bag.

Garbage charges are subject to Sales Tax.

Environmental Fees

The City of Fort Worth to impose a local environmental protection fee for people within its jurisdiction. Revenues generated by the fee may cover costs for disposal services, environmental programs or environmental services.

These dedicated funds help the city pay for federal and state environmental mandates such as cleaning up abandoned property, asbestos abatement, underground storage tank compliance, stormwater management, spill response clean-up, and operation of a household hazardous waste collection facility.

Environmental Fees for 2025 are in the following table:

Table 9: FWWD Environmental Protection Fees

Fireline Rates

The City of Ft. Worth Fireline billing rates cover the cost of maintaining a dedicated water connection used exclusively for fire protection systems, sprinkler systems and fire hydrants on private property. These rates are charged as a fixed monthly fee based on the diameter of the fire line. These fees offset the cost of ensuring constant water availability, maintaining adequate system pressure, and supporting infrastructure readiness in the event of a fire emergency. Fire line connections are not metered for regular water use.
