About this file
This is a Warning Order file from the U.S. Special Operations Command (USSOCOM) detailing a hypothetical mass casualty scenario at Fort Liberty, NC, intended to be used for oral presentations as part of solicitation H9240025R0001. The scenario involves six injured service members with varying degrees of injuries: two with life-threatening injuries being transferred to Walter Reed, two with severe injuries including limb loss and TBI, and two with non-life-threatening injuries, with one also diagnosed with stage two lung cancer potentially linked to burn pit exposure.
The file requires respondents to demonstrate their approach to providing care through all phases of recovery (Recovery, Rehabilitation, Reintegration, and Transition) and detail the specific responsibilities of key personnel including Operations Support Specialists, Recovery Care Coordinators, and Operations Case Coordinators. Respondents must explain their communication strategies, patient coordination support, resource allocation, documentation procedures, and integration of contract personnel into Recovery Care Plans. The scenario is designed to evaluate the contractor's ability to provide comprehensive non-clinical case management and advocacy services for Special Operations Forces (SOF) wounded, ill, or injured (WII) service members under the Warrior Care Global Support (WCGS) program.
