L0.6 Proposal Submission. Proposals shall be based on the requirements contained in this RFP package. Documents, exhibits, and other attachments that form a part of the RFP may become part of the resultant award.
L0.6.1 Solicitation Responsiveness. Failure of the Offeror to comply with all aspects of solicitation requirements located within the stated paragraphs, may render the proposal unacceptable, and the Offeror may be eliminated from competition. The Offeror shall ensure consistency, defined as “free from variation”, between the technical proposal, oral presentation, and price proposal. Offerors are advised to submit proposals that are complete, clear, and consistent in all respects without the need for additional explanation or information. Offerors are cautioned against the use of general, subjective, vague, partial, or unsubstantiated statements, which prevents concise proposal evaluations. Offerors are advised that statements such as: “the Offeror understands”, “the Offeror has a long history of outstanding support”, “standard procedures shall be used”, “well known techniques shall be employed”, or any paraphrasing of the solicitation, shall be considered inadequate to demonstrate experience, knowledge of, or compliance with solicitation requirements.
L0.6.2 Proposals shall be sent and received electronically, via email. Proposals shall be sent to all of the following Contracting Points of Contact (POCs):
a. Ms. Sherri Ashby, Contracting Officer, sherri.ashby@socom.mil
b. Ms. Allyson Schopper, Contract Specialist, allyson.n.schopper.civ@socom.mil
L.0.6.3 Proposal Naming Convention is as follows:
a. Naming Convention: [Company Name], RFP 25R0001 [Volume X-title] (i.e. I-Technical, II – Past Performance, III-Oral Presentation, IV-Price, V-Administration)
b. Proposals shall be submitted in a minimum of 5 volumes in electronic format as attachments to an email or multiple emails based on file size limitations (see L0.6.4 about file size limitations of the Government email system).
L0.6.4 Proposals shall be received by the required date and time listed. USSOCOM believes that an email not exceeding 10MB when sent, will transmit through the Government’s email system, and be received successfully. If the proposal file exceeds this size, please submit using multiple emails, and indicate in the subject line the number of emails being submitted (i.e. [Company Name], RFP 25R0001, Email 1 of 5).
L0.6.5 Offerors are responsible for ensuring the successful receipt of proposals by the due date/time. Offerors are encouraged to submit the proposal with sufficient lead time to ensure all documents are successfully received by the contracting team prior to the closing date and time. The contracting team will confirm receipt of your proposal. If you receive a rejection notice from the email system after emailing your proposal, or you do not receive a confirmation, you can assume your proposal WAS NOT received. If confirmation is not received within 2 hours of submission (between 0900-1500), it is the Offeror’s responsibility to contact the Contracting Office to determine if the proposal has been received. Please be advised that timelines are determined by the date and time an Offeror’s proposal is received, not when an Offeror attempts transmission.
L0.6.6 Any proposal received by the Government after the designated date and time is considered LATE and MAY NOT be considered for award.
L0.7 Proposal Validity. Proposals received shall be valid for a minimum of 270 days from the day of receipt.
L0.8 Discrepancies. If an Offeror believes that these instructions contain an error or omission, or establishes the need for correction or clarifications, the Offeror shall immediately notify all POCs listed in Sections L0.6.2, to allow resolution or clarification to all Offerors.
L0.9 Cross-Reference. Each volume shall be written on a stand-alone basis so that its contents may be evaluated without cross-referencing to other volumes of the proposal. Information required for proposal evaluation which is not found in its designated volume will be assumed to have been omitted from the proposal. Offerors shall submit the required volumes as stand-alone documents.
L0.10 Sub-Contractor Information. The Government will not accept questions directly from prospective Sub-Contractors nor respond to direct inquiries concerning these solicitation requirements. All such inquiries shall be submitted to the Government directly by the Prime Offeror.
L0.11 Key Personnel. Understanding the complexities of requesting resumes while also expecting maximum incumbent capture where practical and possible, the Government will NOT request submission of resumes with the proposal. Upon initial award determination by the SSA, the apparent awardee will be given 5 business days to provide resumes for all positions identified as Key Personnel in SOW Section 4.
L0.12 Historical Information. This requirement has historically been structured as a non-personal service, manpower augmentation effort. The previous contract (H9240019C0007) was competed as a 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with a workforce of over 60 full-time equivalents (FTEs) performing across several geographically dispersed locations. The scope of work has consistently focused on several focus areas, including Recovery Care Coordination, Military Adaptive Sports, Benevolence Support, and Career Transition.
L0.13 Important Dates.
L0.13.1 Phase 1 Proposal Due Date/Time. Technical and Past Performance Only. Proposals shall be received no later than: 1:00pm Eastern on 16 April 2025
L0.13.2 Submission of Questions / Clarifications. Offeror questions shall be received as soon as possible, but no later than 10:00am Eastern on 27 March 2025 using the template provided as Attachment 15 – Q&A Template via email by the Contracting Points of Contact: sherri.ashby@socom.mil and allyson.n.schopper.civ@socom.mil The Government reserves the right to not answer questions received after the deadline. L0.14.1 The intent of this advice is to minimize quote development costs for those quoters with little to no chance of receiving an award. The Government intends to encourage all viable competitors to participate in Phase 2. Quoters who are advised that they are unlikely to be a viable competitor are still eligible to participate in Phase 2 at their discretion. All quoters will be required to confirm their intent to move forward into Phase 2.

L0.14.7 The Government does not intend to provide debriefings after the completion of the advisory notifications. Offerors who do not proceed in Phase 2 are not entitled to a post-award debriefing.
PHASE 1 – TECHNICAL MANAGEMENT AND PAST PERFORMANCE SUBMISSION
L1 VOLUME I - WCGS TECHNICAL MANAGEMENT PROPOSAL

The Offeror shall provide a Technical Proposal, which addresses the following elements:
L1.1.1 Management Structure (Element 1). The Offeror shall provide their Management Structure that addresses the following:
L1.1.1.1 Team Construct and Management Structure: Succinctly introduce the team of companies/corporations/organizations being offered. Include rationale for each member’s contribution to the organization that identifies each member’s capability to manage/perform requirements to demonstrate the aggregate capability of the team to accomplish all requirements for this effort. Illustrate the proposed management organization, to include on-task leadership and location/composition of corporate nodes (i.e. Program Management Office) with responsibility for direct support to this program. Describe the approach for managing disparate geographical performance locations to include lines of communication and supervision, including proposed subcontractor(s) or teaming partners (if applicable).
L1.1.2 Transition Management and Mission Continuity (Element 2). The Offeror shall provide their Transition Management and Mission Continuity approach, including the following:
L1.1.2.1 Phase-In Approach: The Offeror shall summarize its overall concept and capability to execute a smooth and seamless transition leading to assumption of full contractual responsibility on day one of performance. This shall include description of the Offeror’s capability to meet all security requirements (facility and personnel), methods to on-board/deploy incumbent personnel, as well as it approach, processes, and expertise in incumbent capture, and corporate procedures and policies to identify and mitigate transition risks. Describe administrative onboarding requirements, and processes to ensure completion. Provide a timeline that supports the transition narrative and highlights key milestones to reaching full operational capability (FOC). The timeline shall cover the period beginning at anticipated award of 7 August 2025 and end at the point of FOC on 15 September 2025. Include details pertinent to staffing and mission transition, by location and by FTE (TE-4), paying specific attention to requirements for OCONUS personnel.
L1.1.3 Staffing (Element 3). Offeror shall describe their Staffing methods according to the following:
L1.1.3.1 Plan to Recruit and Integrate Non-Incumbent Personnel: Describe dedicated resources and methods used to identify and recruit/hire qualified new (non-incumbent) personnel. In addition, describe resources and methods to support recruiting beyond the phase-in period, including a timeline that is in accordance with the Service Delivery Summary (SDS). L1.1.4 Retention (Element 4). Offeror shall describe their Retention methods according to the following:
L1.1.4.1 Workforce Retention and Development: Provide a plan to maximize workforce stability throughout the period of performance. The plan shall address developmental growth/career progression, to include requirements for (re)certification of skills and qualifications related to Recovery Care Coordinator (RCC) positions, as well as consideration for broadening workforce exposure to pertinent emerging technology and techniques. The retention plan shall include risk mitigation strategies for providing uninterrupted support during personnel absences due to sickness and/or leave, while allowing for reasonable returns to the workforce once justifiably extended absences are resolved/completed.
L1.1.5 Safeguarding Approaches (Element 5): The Offeror shall provide their current reported self-assessed SPRS score, and a description of the steps taken to achieve the adequate security requirements of DFARS 252.204-7012, and in accordance with NIST Special Publication (SP) 800-171, “Protecting Controlled Unclassified Information in Nonfederal Systems and Organizations” in effect at the time the solicitation is issued.
L1.1.6 Resume Facilitation Services (Element 6): The Offeror shall provide an explanation of their understanding of the requirements of this section. Provide a description of the Offeror’s approach to fulfilling the requirement.
L2 VOLUME II – PAST PERFORMANCE.
L2.1 Past Performance shall be prepared in accordance with these instructions and will be evaluated in accordance with the evaluation criteria in Section M, Evaluation Factors for Award. The Offeror shall submit information on contracts considered most recent and relevant in demonstrating the company’s ability to perform the requirements identified in the SOW. Offerors are cautioned that the Government will use the information provided and information obtained from other sources to evaluate past performance. The Government will not evaluate personal references nor questionnaires. The Offeror’s past performance volume shall utilize Attachment 11 – PPI and contain the following:
L2.2 Past Performance Summary. Provide a summary describing relevant past performance of the Offeror and each subcontractor, teaming partner, and/or joint venture partner; and how the past performance of each team entity relates to their proposed role in support of this effort. Include rationale supporting the assertion of relevance, but note the Government is not bound by the Offeror’s opinion of relevancy. Non-Government contracts may be used if Government contracts are not available.
L2.3 Organizational Structure Change History. Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate the relevancy determination, the Offeror shall include in this proposal Volume a "roadmap" describing all such changes in the organization of its company (Prime Offerors only). As part of this explanation, the Offeror shall show how these changes impact the relevance of any contracts/projects submitted under Past Performance. Since the Government intends to consider present and past performance information provided by other sources as well as that provided by the Offeror, the "roadmap" should be both specifically applicable to the contracts/projects submitted under Past Performance and general enough to apply to efforts on which the Government receives information from other sources.
L2.4 Past Performance Citations. Submit a maximum of three past performance citations of recent and relevant contracts and/or subcontracts with an emphasis on the Prime Offeror. The Offeror may cite experience data of its proposed subcontractor(s) if the subcontractor is proposed to perform at least 25% of the services under this task order. In the case of Joint Ventures, the Government will consider past performance submitted by the managing partners of the Joint Venture. Non-Government contracts may be used if Government contracts are not available. The Offeror shall submit all citations using the provided Attachment #11 - Past Performance Information (PPI) template.
L2.5 Subcontractor Consent and Subcontractor Authorization. The Offeror shall submit, along with the information required in this paragraph, a consent letter, executed by each proposed subcontractor, teaming partner, and/or joint venture partner (if applicable), authorizing release of adverse Past Performance Information to the Offeror so the Offeror can respond to such information.
L2.6 Recent Contracts. The Government defines “recent” as contracts that have performance taking place during the past three years from the date of issuance of this solicitation.
L.2.7 Relevant Contracts. Relevancy will be determined based on the below reflecting recent (within the past three years) past performance. For the Prime Offerors, relevancy is defined as contracts that are most similar to this overall effort requiring (1) similarity of services, (2) similarity of security requirements, and similarity in complexity (at least 27 Top Secret positions with SCI requirements); (3) similarity in the number of required personnel (at least 75 full time equivalents (FTEs), (4) at a similar number of geographically dispersed locations (at least 10 geographically dispersed locations). For proposed subcontractors/teaming partners, relevancy is defined by that which reflects performance in the area(s) of expertise the subcontractor is proposed to actually perform under this contract (i.e. specific functional areas in the SOW).
L2.8 Key personnel experience will not be accepted for past performance submissions. Therefore, resumes or letters of recommendation are not valid.
PHASE 2 - PRESENTATION AND PRICE PROPOSAL SUBMISSION
L3 VOLUME III– ORAL PRESENTATION.
L3.1 Submission shall consist of the PowerPoint presentation (no more than 50 slides). Slides may not be revised between submission date and presentation date. Slides should be stand-alone in format, and include any applicable notes included within the presentation. Verbal revisions to the slides may be made during the presentation only. Each Offeror will provide no more than 90 minutes (no more than 50 slides) to address the requirements below.
L3.2 The Offeror shall provide a concise narrative that clearly demonstrates their understanding of the SOCS-WCP mission and the contractor’s role in providing support as detailed in the WCGS Statement of Work (SOW) and the scenario outlined in Attachment # 10 - WCP WARNO OP.

L3.2.2 Operational Planning – Offerors shall describe their technical understanding of the tasks required to support service members throughout the lifecycle. Offerors shall be prepared to respond to “on-the-spot” requirement changes provided by the Government during the presentation. This includes articulating processes and procedures to support such requests in real time.
L4 VOLUME IV – PRICE
L4.1 Price shall be prepared in accordance with these instructions and will be evaluated in accordance with the evaluation criteria in Section M, Evaluation Factors for Award. Note: Price Evaluation will not be conducted for an Offeror whose technical proposal has been determined Unacceptable and/or whose past performance was determined to be Unsatisfactory during Phase 1.
L4.2 The Offeror’s price proposal shall identify all resources required to accomplish the work required in the SOW, which shall coincide with information presented in the technical proposal. Price proposal shall include the 12-month base period; four, 12-month option periods, and the optional CLINs.
L4.2.1 The Offeror’s price volume shall include:
a. Written Price narrative
b. Completed copy of Attachment 3– Price Matrix
c. (Prime) Compensation plan
d. (Sub-Contractor(s)) Compensation plan(s), if applicable.
L4.3 Price Summary. The price summary shall provide an introduction and overview of proposed price to include any general cost assumptions, a list of any subcontractors proposed, and an explanation of any applicable escalation or de-escalation of rates. This, in addition to the proposed compensation plan will demonstrate an understanding of the requirements and ability to attract and retain individuals with the requisite skill sets necessary to successfully execute the requirements. The price summary will not be evaluated but rather will be used to guide the evaluators’ price analysis and evaluation of the proposal and compensation plan.
L4.4 Price Matrix. Offerors shall complete the provided Attachment 3 – Price Matrix, for all proposed positions at all required locations, including management and those subcontracted. Attachment 3 – Price Matrix includes additional, optional tabs for recording subcontractor salary information to be completed, if applicable. Cells shall not be reformatted or removed. Rows may be deleted or inserted, as needed. Attachment 3 – Price Matrix shall be complete and accurate. The Offeror shall follow the instructions for completing the price matrix located within the spreadsheet itself. Offerors shall provide the information requested, as identified in Attachment -3 Price Matrix including identification of each position as exempt or non-exempt. For non-exempt positions which have not been conformed, the Offeror shall provide rationale for development of the position and applicable wage rate in the price proposal.
L4.5 Labor and Surge. CLINs identified for labor, shall include all labor categories and be proposed on a FFP basis. Offerors shall include a detailed itemization of all resources required to accomplish the work required in the SOW. The cost reimbursable travel CLIN is intended to only support approved travel.
L4.7 Resume Facilitation Services. The Offeror shall provide the unit price per resume on the Schedule B tab.

The price proposal shall include (1) Price Summary; (2) completed Schedule B, (3) Completed Attachment 3 – Price Matrix, and (4) proposed Compensation Plan(s) for the Offeror and proposed subcontractor(s). Offerors shall propose rates for all labor categories in all geographic locations for all periods of performance. Failure to submit complete pricing may render a proposal non-compliant and ineligible for award.
L4.9 Compensation Plan. The Offeror shall submit a compensation plan for proposed prime and subcontractor personnel. The compensation plan shall include the proposed unburdened rates that will actually be paid to the employee as compensation as instructed within Attachment 3 – Price Matrix (compensation data Tab(s)), as well as, fringe benefits proposed for personnel, including prime and subcontractor personnel, who will work under the resulting contract). The compensation plan shall describe the Offeror’s ability to provide uninterrupted high-quality work, the impact upon recruiting and retention of employees, along with the realism of the compensation plan. The compensation plan shall include supporting documentation such as recognized national and regional compensation surveys and studies of professional, public and private organizations, or current employee data used in establishing the total compensation structure including base labor rates. Compensation levels (unburdened salary rates and fringe benefits) of employees for performance in the same positions shall not be reduced as a result of this effort. A proposal including compensation levels lower than those of predecessor contracts for the same work will be evaluated on the basis the Offeror’s ability to maintain mission continuity, uninterrupted high-quality of work, and availability of required, qualified professional personnel. Proposed compensation levels are binding.
L4.9.1 When describing the salaries and associated fringe benefits and/or labor related elements offered within the plan, Offerors shall separately list elements for CONUS and OCONUS which are included within the unburdened annual salaries (proposed within Attachment 3 Price Matrix “Compensation Data” tab(s)) and which are not included, but still offered as part of personnel compensation and therefore part of the fully burdened labor rates (for example OCONUS DBA Insurance). Offerors shall add columns as needed to identify any proposed, additional elements. Reference Attachment 3, “Instructions” tab for those minimum cost elements that shall be included within the unburdened direct annual salaries within the “Total Compensation” tab as applicable.
*Note: Attachment 3 Price Matrix includes additional compensation plan Tabs for the prime and proposed subcontractor to be used, if applicable.
L4.9 5652.215-9010 Cost and Pricing Data Not Required (1998) Section L. It is anticipated that adequate price competition will be available to determine price reasonableness. In the event that the price reasonableness cannot be determined based on adequate competition, the Contracting Officer may require the submittal of other than cost or pricing data in accordance with FAR 15.403-3.
L4.10 Location of Pricing Data / Information. UNDER NO CIRCUMSTANCES shall pricing data be included elsewhere in the proposal.
