About this file

This is a Software Functionality Matrix document for the Incorporated County of Los Alamos, New Mexico, establishing minimum software requirements and evaluation criteria for a Computer Assisted Mass Appraisal (CAMA) system to replace the county's current Tyler Technologies agreement, which expires October 1, 2026. The solicitation requests offerors to indicate how their proposed software meets specified functionality requirements across ten major categories: integrations with county systems, data management, valuation, performance analysis, administration, billing and collections, reports, citizen access, integration with county systems, and additional optional features. Offerors must designate each requirement using a standardized legend (S for standard functionality, M for modification, T for third-party provision, C for customization, or N for unable to provide) and provide descriptions of how their solutions address each item. The matrix includes over 70 specific reports that must be available in canned or ad hoc format, and successful finalists will be required to present all featured functionalities during scheduled demonstrations in Step 2 of the evaluation process.

The functionality matrix does not specify a submission deadline, contract award date, or contract term length in this document, as this is an evaluation tool rather than the primary RFP solicitation. The County reserves the right to award to any offeror whose combination of standard functionality and proposed alternate solutions best meets its needs. Key system integrations required include Tyler Technologies Enterprise Records Management for the Recorder, Microsoft Azure Active Directory for single sign-on, Tyler Munis financial system (EERP), Tyler EnerGov for permit management, and ESRI SDE GIS database. The solicitation indicates that offerors should describe pricing for optional features and additional calculated fields as separate line items in their cost proposals, though specific pricing information is not contained within this functionality matrix document.
