Project Title Air Quality monitoring

General Information

1.0 Background and Purpose

Provide operational service support to an air quality testing station that operates in partnership with the University of California (UC) Davis. Site maintenance and on ground operations are covered under the hosting unit (Mark Twain National Forest) and the testing instruments, troubleshooting, and instrument replacement parts are covered by the Partner (UC Davis).

Contractor Requirements

2.0 Technical Requirements / Tasks

Air Sample Frequency Air quality sampling must be performed every Tuesday of the month for 12 months of the year. A calendar showing when the operator is able to perform the functions within the sampling days is attached and will be provided by the U.C. Davis at the beginning of every year.

Air Sampling Air quality sampling must be performed every Tuesday of the month for 12 months of the year. On weeks that Tuesday is not feasible, other days maybe be an option depending on what week of the month it is. A calendar of the year is provided to the contractor by UC Davis to highlight what days the sampling can be performed. The contractor shall ensure that the air sampling is done on the appropriate days that are allowed. The USFS will have a backup copy of the calendar if needed.

Mailing of Samples The contractor will be set up as the contact for the delivery of the shipment of the box with the new air quality filters. The contractor will also be responsible for mailing in the used filters every three weeks, which will be shipped in a box that is provided with a prepaid mailing label. This will need to be shipped from a UPS shipping location.

3.0 Deliverable / Schedule

Task No.
Deliverable

No later than five (5) business days after period of performance begins. This is a weekly requirement until contract ends.
2
Monthly mail off sample filter boxes
Every three weeks the filters will be shipped off to U.C. Davis and new filters will be mail to the contracted operator for the next three weeks. (Process is described in the U.C. Davis process manual.)
Every three weeks until contract ends.

4.0 Government Furnished

All equipment that will be needed to perform the air samples will be provided by the Air Quality research business, UC Davis. If a piece of equipment is no longer functional, it is the contractor’s responsibility to report the issue of concern to UC Davis and work with them to correct the problem. If a new piece of equipment is needed or modules need to be replaced to support the air quality sampling, it is the contractor’s responsibility to install the piece of equipment while working with UC Davis.

UC Davis will provide all parts, replacement components, and instructions on how to disconnect and reconnect the item(s) of needed replacement. In the event air monitor equipment needs repair, a modification will be executed on that CLIN for the respected period of performance. Since replacement parts will be provided, Contractor should provide their hourly rate.

The contractor should also take note of any damage and/or repairs to the building structure that houses the instruments. If an issue occurs the contractor needs to notify the Contracting Officer's Representative (COR) to resolve the issues as soon as possible. This inspection is only for the building structure that houses the instruments and not any other building or structure on site.

5.0 Security Requirements

The contractor is responsible for securing the facilities when leaving the facilities. The location of the tower is located inside a cattle pasture. Upon completion of the air sampling, the contractor will lock the air quality building with a combination lock that is provided by the US Forest Service. A combination lock is also provided on the gate, that enters the fenced in area below the tower, that will also need secured upon leaving the facilities. The contractor will also be responsible for closing the cattle gate which is located at the road entrance and making sure that the chain and wire are both securely fastened to prevent cattle from entering the roadway.

6.0 Performance Requirement Measures

Performance Objective
Required Task or Deliverable
Performance Standard
Method of Surveillance
Positive/Negative Incentive

% for NOT meeting the Task

Constant weekly operational tests and filter changes.
Must test the instruments and change filters by the required window of opportunity to pull the filters (usually by Tuesday or Wednesday based on sampling schedule)
Can miss a week in a quarter of the year without issues. Any more absences without a preapproved plan to perform the operations will directly degrade the testing samples.

Failure to send off the filters or instrument parts in a timely fashion of 7 business days.

Surveillance is done by UC Davis as the primary operations director. Any issues noted by UC Davis will be notified to Forest Service. On site maintenance will be surveillance by Forest Service staff. 85% of samples should be up to standard for UC Davis.
Any negative issues that causes the agency continued delay in our samples or causes our reports to be unusable by non-standard issues (mechanical, instrumental, or shipping issues); will be reviewed for reduced payment for that period of time.
