About this file

This document is an Invitation for Bid (IFB26-16) for LED Street Light Specification by the County of Los Alamos Department of Public Works. The county seeks to convert its existing street lighting assets to smart LED technology to reduce light pollution, glare, light trespass, conserve energy, promote safety, and ensure aesthetically appropriate outdoor lighting. The specification outlines detailed requirements for LED luminaires across three roadway types: Residential, Local/Collector, and Major Roadways. Each luminaire must comply with specific technical standards, including color temperature (2700K or less), minimum lumens per watt (90 or higher), color rendering index (65 or higher), and specific backlight-uplight-glare (BUG) ratings.

The technical specification includes comprehensive requirements for luminaire construction, electrical components, life expectancy, and performance. Key specifications include a maximum luminaire input power of 100W, input voltage range of 120-277V, lamp lumen depreciation of 0.80 or higher at 100,000 hours, and a 10-year warranty. The document mandates that luminaire manufacturers must be based in the United States and provides a detailed product submittal form (Appendix B) that bidders must complete. The specification references multiple standards from organizations like ANSI, ASTM, IES, and NEMA, ensuring rigorous quality and performance criteria for the LED street light technology.

LED STREET LIGHT SPECIFICATION

County of Los Alamos Department of Public Works

The County of Los Alamos seeks to convert its existing street lighting assets to smart LED technology in order to “reduce light pollution, reduce or prevent glare, reduce or prevent light trespass, conserve energy, promote a sense of safety and security, and ensure aesthetically appropriate outdoor lighting in keeping with the character of County of Los Alamos.” - (Los Alamos County Ord. No. 02-333 SEC 16-53)

All new street lighting fixtures shall comply with the LED Luminaire Requirements of this section and in the (Los Alamos County Ord. No. 02-333 SEC 16-53) County lighting ordinance. The County Traffic Engineer will maintain the County of Los Alamos specifications for Light Emitting Diode (LED) Luminaires along with a list of acceptable luminaires. Luminaires that are not on the list will require submittal of technical information for review and approval by the County Traffic Engineer along with a sample for field review. In some special cases higher output luminaires with corresponding mast arm and pole combinations may be desirable, these special cases will be reviewed by the County Traffic Engineer for approval.
