About this file

The City of Erie, Pennsylvania has issued a Request for Proposal (#6550 – 2025) for the procurement of approximately 1,200 tons of Ferric Chloride to be delivered to the Wastewater Treatment Plant. The proposal is due on Monday, November 3, 2025, at 2:00 pm, with bids to be submitted online via the PennBid Program. The contract term is three years, starting January 1, 2026, and ending December 31, 2028, with an option for a fourth year at the contractor's discretion and subject to the City's approval. Deliveries will be made in 5,000-gallon tank truck quantities within 72 hours after notice, with the successful bidder responsible for providing their own transfer pump and hose.

The ferric chloride solution must meet specific product specifications, including a dark brown liquid appearance, 37-42% FeCl3 concentration, and a specific gravity of 1.38-1.45. Payment will be based on the actual weight of ferric chloride received, with the supplier prepaying freight and adding it to the invoice. The bidder is required to submit a Material Safety Data Sheet (MSDS) and product data sheet, and must comply with various regulations including the Public Works Employment Verification Act. Bidders must use the federal E-Verify Program to confirm employee work eligibility and will be evaluated based on their pricing, delivery capabilities, and a list of plants where their ferric chloride has been used for phosphate removal.
