GENERAL NOTES
1. The City of Erie Specifications for Sidewalk Construction, Specifications for Street
Construction, and Specifications for Street Paving, Curb Construction and Milling and
Resurfacing, latest edition, including all supplements thereto, shall govern all construction within the City of Erie except when such specifications are modified by the
General Notes, Supplemental Provisions, Construction Details, or other City approved engineering plans.
2. The City of Erie does not want to relocate inlets, catch basins, utility and signal poles, traffic signal equipment, wiring devices, fire hydrants, and other durable facilities if it can be avoided. Curb ramps shall be located and designed so as to avoid moving these existing facilities. Acceptable design submittals shall be based on these criteria and those set forth in the Standard Drawings or combination thereof, latest revision.
6. The Standard Drawings apply to all construction within the City of Erie in the public right-of-way with additional criteria as stated in the Supplemental Provisions. The
CONTRACTOR shall employ competent personnel and use suitable equipment, means and methods to layout and construct the work. Any inspection or checking of the
CONTRACTOR’S layout by the Bureau of Engineering and the acceptance of all or any part of it shall not relieve the CONTRACTOR of its responsibility to secure the proper dimensions, grades and elevations of the several parts of the work.
7. Intersection drawings have been prepared by the City of Erie to be used by the contractor. Where symbols are included to indicate existing structures such as valves, poles and hydrants, the symbols indicate only that the object is believed to be somewhere in that general area. Contractor must visit the site of each intersection to determine the nature and location of existing facilities. A drawing will be available to the successful Bidder upon award of the contract for each intersection to receive curb ramps and are not included as part of these bidding documents. Locations to receive curb ramps are provided as Appendix D.
8. The CONTRACTOR shall exercise care in the preservation of property stakes, monuments and benchmarks, and shall have them reset at no expense to the City should they be disturbed or damaged.
9. The Contractor and all subcontractors shall comply with the Occupational Safety and
Health Act of 1970 and all supplements thereto.
10. The City of Erie is currently under a settlement agreement in a federal lawsuit requiring certain procedures to be followed and information reported on all curb ramp work.
Among other things, the agreement requires that all curb ramp work be performed by properly trained and certified personnel. The CONTRACTOR shall employ properly trained and certified personnel to perform the work and comply with all applicable provisions of the settlement agreement. CONTRACTOR shall provide all required certifications to the City.
I. SPECIAL CONDITIONS
1. The Contractor shall be responsible for all Layout work to achieve a compliant curb ramp based upon the referenced design criteria. Any approval, inspection, or checking of the Contractors layout by the Bureau of Engineering and the acceptance of all or any part of it shall not relieve the Contractor of its responsibility to secure the proper dimensions, grades and elevations of the several parts of the Work.
2. Utilizing the Standard Drawings and Typical Ramp Location Drawings in Appendix A-
B and Intersection Worksheet in Appendix-C, the Contractor shall determine the location where curb ramps are required, and type of curb ramp (or combination of curb ramps) to be installed or replaced. It is understood that all intersections are unique and it will be necessary to use various combinations of ramp elements at most locations to achieve a compliant ramp layout.
3. The contractor shall visit each intersection listed in Appendix D and determine the best locations and layouts for all curb ramps required so as to make the required ramps fully
ADA compliant under current regulations and guidelines. Utilizing the intersection drawings provided to the successful bidder, the Contractor shall annotate each drawing showing existing facilities including sidewalks, utility poles, manholes, inlets, valves, hydrants, retaining walls, trees and major landscaping elements. The annotated drawing shall also show the proposed curb ramps with centerline distances from the point of intersection (PI) with the extended curb line of the street paralleling the ramp. The contractor shall complete an Intersection Worksheet form for each intersection, attach a copy of the intersection drawing and submit it to the Bureau of Engineering for approval. All drawing annotations shall be neat and legible. At the intersection site, Contractor shall place marking on sidewalks, curbs and pavement to indicate proposed centerline of new ramps and curb, and sidewalk and structures to be removed or modified. Contractor shall use spray paint designed for the purpose of temporary outdoor surface marking that will remain visible for not less than 90 days but fade completely within 180 days. The marking paint shall be WHITE in color. The Bureau of Engineering shall use Field marking, along with submittal documents, when reviewing the proposed ramp locations for approval.
4. Contractor submittals shall use the names of intersecting streets and the numbers assigned to each location on the listing to number each submittal.
5. Some intersections listed may have one or more existing ramps that are currently ADA compliant. These ramps may need to be reconstructed to accommodate construction of a second ramp on an individual corner. Removal of compliant ramps shall ONLY be at the Bureau of Engineering direction.
6. Even though work in specific intersections may not include construction of curb ramps at all possible ramp locations, the contractor shall locate curb ramps directionally across from each other unless otherwise approved by the Bureau of Engineering. Diagonal curb ramps such as types “B” and “E” are to be used only where it is not possible to install two ramps on a corner due to physical constraints such as excessive grades, major utility structures, etc., and it would be necessary to relocate them and/or reconstruct the entire intersection.
7. The Intersection Worksheets shall be completed in their entirety and submitted to the
Bureau of Engineering for approval when obtaining permits or plan approvals. If it is determined that a curb ramp cannot be installed at a particular location, note any obstructions such as existing facilities, utilities, or objects that interfere with the construction of an approved curb ramp and make recommendations for the relocation or removal of the obstruction. When laying out ramps at signalized intersections, the contractor shall also consider the locations of existing traffic and pedestrian control devices including loop detectors and pedestrian push buttons. Ramp locations shall be selected so as to allow such existing facilities to remain undisturbed and reused to the fullest extent possible while providing for full ADA compliance. The contractor shall note on the intersection worksheet traffic and pedestrian control devices that must be relocated or modified. Provide a detailed, dimensional sketch of the intersection and all obstructions and locate the centerline of all curb ramps from the Point of Intersection
(PI) of intersecting streets for each corner. The Bureau of Engineering shall use this information for approval or disapproval of the recommendation.
8. Upon approval of the curb ramp type and its location, the CONTRACTOR shall review the curb ramp location and layout with the Bureau of Engineering’s inspector prior to demolition so that both parties agree that the curb ramp can be installed properly.
Should it become apparent at any time during the ramp layout and construction process that a curb ramp cannot be installed as indicated on the approved drawing the
CONTRACTOR shall notify the inspector and the Bureau of Engineering and submit a revised Intersection Worksheet to the Bureau of Engineering for review and approval.
THE CONTRACTOR SHALL BE COMPLETELY RESPONSIBLE FOR ALL
LAYOUT AND CONSTRUCTION WORK NECESSARY TO ACHIEVE
COMPLIANT CURB RAMPS AT EACH INTERSECTION BASED UPON THE
CRITERIA PROVIDED HEREIN.
9. Where a compliant curb ramp cannot be designed for installation at a given ramp location the Contractor shall note the ramp location as inaccessible on a submittal.
Upon approval of Contractors recommendations the City shall install signs directing pedestrians to an accessible route.
10. Construction of curb ramps shall be completed within seven (7) working days after excavation, barricades removed, and the curb ramp fully accessible for pedestrian use, unless otherwise approved by the Bureau of Engineering. Construction of curb ramps shall include: placement of concrete or brick, removal of lips, street surface patching in front of the curb or ramp, adjustment of counter slope within 24-inches of the bottom of the ramp, street level landings, backfill, placement of topsoil, grading and seeding, and clean-up (except that grading and seeding, may be delayed during certain times of the year as defined elsewhere in the contract documents). All other related work such as adjustment of crosswalks, special heat-welds, asphalt overlays, and other work that does not affect accessibility shall be completed per a schedule pre-approved by the Bureau of
Engineering.
11. The Bureau of Engineering’s representatives will inspect the work. The Bureau of
Engineering’s representatives DO NOT HAVE the authority to interpret, waive or disregard any provisions of the contract documents or Federal, State and local codes, regulations and guidelines.
II. COORDINATION WITH THE CITY ENGINEER
Coordination with the City Engineer shall be through the City’s Project Manager. Where engineering approval is needed as to the design and placement of retaining walls or other structures where no Standard Detail or Design has been provided, the Contractor shall submit a “Request For Information” (RFI) to the Project Manager a minimum of seven (7) days prior to excavation.
III. UNDERGROUND UTILITIES
1. The identity and the location of existing underground facilities known to be located in the construction area HAVE NOT been identified. The Bureau of Engineering assumes no responsibility as to the completeness, adequacy and/or accuracy of locations or the depths of underground facilities as may be provided by the Bureau of Engineering or by others. Existing valves, inlets, power poles and other structures shown on the drawings provided indicate only that a structure is believed to be in the general area where shown.
A complete set of intersection drawings will be provided to the successful bidder upon award of the contract and are not included as part of these bidding documents. A schedule of the proposed intersections is provided as part of the Appendix D found in the bidding documents. The physical existence and actual location of the structure has not been verified. Contractor shall be responsible to identify, locate and protect all existing utilities and facilities above and below ground within the area of construction.
2. The Contractor shall give notice of intent to construct to the Pennsylvania One Call
