About this file

This document is a Cost Proposal submission for a Request for Proposals (RFP) issued by the State of Idaho on behalf of the NASPO ValuePoint cooperative purchasing program for Information Security Services: Credit Monitoring Services. The RFP seeks proposals for notification, call center, and single-bureau and triple-bureau credit monitoring services, with cost per affected individual pricing based on the size of the breach event. Offerors must provide not-to-exceed pricing and minimum discounts, with the ability to adjust pricing for any additional administrative fees required by a Participating Entity. The RFP allows for proposing value-added services related to notification and credit monitoring, though these will not be factored into the cost evaluation. The RFP is seeking responses from qualified contractors to establish a Master Agreement with NASPO ValuePoint, which can then be used by Participating Entities to procure the required services.

Proposed costs must be inclusive of all profit, expenses, fees, and charges, including shipping, delivery, credit card payments, and personnel, as well as the NASPO ValuePoint administrative fee. Pricing offered to Participating Entities must be no higher than the Master Agreement pricing, except for any additional administrative fees assessed by the Participating Entity. The RFP does not specify any set-asides, incumbents, funding requirements, or other salient pricing information.
