About this file

This is a Solicitation Addendum issued by the Pennsylvania Department of Conservation and Natural Resources, Bureau of State Parks for janitorial services at French Creek State Park. The solicitation (Number 6100066227) requires cleaning services for ten family cabins, three cottages, and two yurts located at 843 Park Road, Elverson, PA in Berks County. Based on historical data from June 2025 to June 2026, the contractor should anticipate approximately 771 cabin cleanings, 312 cottage cleanings, 202 yurt cleanings, 18 semi-annual cabin cleanings, 6 semi-annual cottage cleanings, 2 semi-annual yurt cleanings, and approximately 10 emergency cleanings annually. During peak summer season, the maximum number of units cleaned in a single day typically reaches 15 units (10 cabins, 3 cottages, and 2 yurts on Fridays), though this rarely occurs outside the summer period. Currently, Cabin 9 is closed for demolition and rebuilding with no set completion date, reducing the active cabin count to nine. The bid deadline is July 9, 2026, at 10:00 AM.

All quoted quantities in the contract are estimates only and are not guaranteed minimums. The contractor will be compensated on a reimbursement basis solely for actual services satisfactorily performed. Cleaning must begin immediately after occupant checkout; early cleaning before 10:00 AM is not permitted as units are reserved immediately upon availability. If cleaning corrections are required, return trips are not compensated. Any quality issues or rejections will be communicated via email or phone, with phone communications followed by written email confirmation. The procurement is being conducted as an electronic bid through the SRM system, and this Addendum 1 addresses questions received from bidders regarding estimated quantities, payment terms, peak season operations, cleaning start times, and quality correction procedures.

SOLICITATION ADDENDUM

Date: July 1, 2026

Subject: BID FRCRSP Janitorial Services – Answers to Questions Received Solicitation Number: 6100066227

Due Date/Time: July 9, 2026, at 10:00am Addendum Number: 1

To All Suppliers:

The Commonwealth of Pennsylvania defines a solicitation “Addendum” as an addition to or amendment of the original terms, conditions, specifications, or instructions of a procurement solicitation (e.g., Invitation for Bids or Request for Proposals).

List any and all changes:

Following are questions received from bidders and their corresponding answers in reference to Solicitation #6100066227:

1. Can you provide the actual number of cabin, cottage, yurt, deep, and emergency cleanings performed last year?

Totals from June 2025 to June 2026 Cabins: 771 Camping Cottages: 312 Yurts: 202

Semi-Annual Cabins: 18 Semi-Annual Camping Cottages: 6 Semi-Annual Yurts: 2

Emergency Cleanings (estimate only): ~10

2. Are the estimated cleaning quantities listed in the solicitation guaranteed minimums, or are they estimates only? Will the contractor be paid only for the cleanings actually performed?

This information can be found in Section IX. BID AWARD and Section X. PAYMENT TERMS of the Statement of Work:

Section IX:

“It shall be understood and agreed that any quantities listed in the Contract are estimated only and may be increased or decreased in accordance with the actual requirements of the Commonwealth and that the Commonwealth in accepting any bid or portion thereof, contracts only and agrees to purchase only the materials and services in such quantities as represent the actual requirements of the Commonwealth. The Commonwealth reserves the right to purchase materials and services covered under the Contract through a separate competitive procurement procedures, whenever Commonwealth deems it to be in its best interest.”

BOP-1305

Revised 02/03/2020

Section X:

“Payment shall be made on a reimbursement basis for actual services satisfactorily performed.”

3. During the busiest season, what is the maximum number of units typically cleaned in a single day (especially Fridays)?

During the summer, cabins are reserved weekly therefore, on Friday there could be 10 cabins, 3 cottages and 2 yurts to clean, equaling 15 units. During the week there are no cabin cleanings.

Outside of the peak summer season, the max number on any day would be 15 but that rarely happens.

Currently, cabin 9 is closed and will be demolished and rebuilt with no set completion date. This would mean that you would be currently cleaning 9 cabins, equaling 14 units until cabin 9 is completed and reopened.

4. Can cleaning begin before 10:00 AM if a unit is vacant and ready for turnover?

No, because we send the list of what needs to be cleaned as soon as the occupants leave. There wouldn't be a situation where the cabin sits empty and unclean for days. Cleaning always happens immediately after checkout because if the cabin is open, it could be reserved.

5. If a cleaning requires correction, is the return trip compensated, and if a cleaning is rejected, will the contractor receive written documentation explaining the reason?

If a cleaning correction is required, we do not compensate for a return trip.

Any correspondence will be made through email or phone. If corresponding by phone a follow-up email will be sent.

Please refer to Statement of Work for specific information.
