About this file

This is a solicitation document for the Jacksonville Electric Authority (JEA) requesting bids on the purchase, fabrication, and delivery of spun concrete transmission poles for the New World 230kV Transmission Line project located in Florida. The project requires 32 poles across eleven line items, ranging from 120 to 125 feet in length with load ratings between 20 and 36 kip. All poles must be centrifugally spun concrete with circular cross-sections, spiral steel reinforcement, and specified dimensional tolerances including tip diameters between 15 and 21 inches and minimum wall thickness of 3.5 inches. Concrete must achieve 28-day compressive strength of 8,500 psi with a maximum water-cement ratio of 0.40. A mandatory pre-response meeting is scheduled for September 29, 2026 at 1:00 PM EST via Microsoft Teams or teleconference, with bids due October 13, 2026 at 12:00 PM EST. This is a one-time purchase with no renewal options, and JEA reserves the right to award one or multiple contracts or exclude items at its discretion.

Bidders must be pre-qualified manufacturers on JEA's Approved Manufacturers List, currently limited to Valmont and Trinity Meyer, and cannot appear on the State of Florida Convicted Vendor List, Suspended Vendor List, or City of Jacksonville's Disqualified Vendor List. A Florida-registered engineer must design and seal all structural calculations, which must be submitted with bids and employ the Ultimate Strength Method for pole design. Bid security of 5% of the bid amount and 100% contract bond are required. Award goes to the lowest responsive and responsible bidder. Pricing terms include DDP destination with all packaging, marking, and transportation costs included, with optional payment terms of 1% discount within 20 days or net 30, or 2% discount within 10 days or net 30. Goods are warranted free from defects for two years from delivery. Insurance requirements include workers' compensation, commercial general liability ($1 million each occurrence / $2 million aggregate), automobile liability ($1 million combined single limit), and excess/umbrella liability ($1 million), with JEA named as additional insured. JEA reserves discretion to conduct random pole testing at full design loads at the manufacturer's expense.
