About this file

This is a solicitation document for Jacksonville Electric Authority (JEA) requesting bids for the purchase, fabrication, and delivery of spun concrete transmission poles for the New World 230kV Transmission Line project in Florida. The scope encompasses 32 poles across eleven line items, ranging from 120 to 125 feet in length with load ratings between 20 and 36 kip. A mandatory pre-response meeting is scheduled for September 29, 2026 at 1:00 PM EST via Microsoft Teams or teleconference, with bids due October 13, 2026 at 12:00 PM EST. All poles must be centrifugally spun concrete with circular cross-sections, spiral steel reinforcement, standard tapers not exceeding 0.216 inches per foot, tip diameters between 15 and 21 inches, and minimum wall thickness of 3.5 inches at the pole tip. Concrete must achieve 28-day compressive strength of 8500 psi with maximum water-cement ratio of 0.40 and total chloride ion content not exceeding 0.40 pounds per cubic yard. Manufacturing tolerances include overall length variance of plus 3 inches to minus 2 inches, pole diameter tolerance of plus/minus one-quarter inch, and sweep limits of 3/8 inch per 10 feet. This is a one-time purchase with no renewal options.

Bidders must be pre-qualified manufacturers on JEA's Approved Manufacturers List, currently limited to Valmont and Trinity Meyer, and cannot appear on the State of Florida Convicted Vendor List, Suspended Vendor List, or City of Jacksonville's Disqualified Vendor List. Bidders must employ a Florida-registered engineer to design and seal all structural calculations and submit detailed pole design calculations with their bids. Poles are designed using the Ultimate Strength Method and must withstand specified load cases including wind loads, secondary moments, and P-Delta effects. Testing includes daily in-plant quality assurance checks and concrete cylinder reports at release, 7 days, and 28 days; JEA reserves discretion to conduct random pole testing at full design loads at the manufacturer's expense. Bid security of 5% of the bid amount and 100% contract bond are required. Goods are warranted free from defects for two years from delivery, with DDP destination pricing including all packaging, marking, and transportation costs. JEA offers optional payment terms of 1% discount within 20 days or net 30, or 2% discount within 10 days or net 30. Insurance requirements include workers' compensation, commercial general liability ($1 million each occurrence / $2 million aggregate), automobile liability ($1 million combined single limit), and excess/umbrella liability ($1 million), with JEA named as additional insured. Award goes to the lowest responsive and responsible bidder, with JEA intending to award one contract but reserving the right to award multiple contracts or exclude items at its discretion.
