About this file

This is a solicitation document from the Jacksonville Electric Authority (JEA) in Florida for the purchase, fabrication, and delivery of spun concrete transmission poles for the New World 230kV Transmission Line project. The scope of work encompasses 32 poles across eleven line items, ranging from 120 to 125 feet in length with load ratings between 20 and 36 kip. All poles must be centrifugally spun concrete with circular cross-sections, spiral steel reinforcement, and specific technical requirements including 28-day compressive strength of 8500 psi, maximum water-cement ratio of 0.40, and total chloride ion content not exceeding 0.40 pounds per cubic yard. A mandatory pre-response meeting is scheduled for September 29, 2026 at 1:00 PM EST via Microsoft Teams or teleconference, with bid submissions due October 13, 2026 at 12:00 PM EST. JEA intends to award one contract to the lowest responsive and responsible bidder, though it reserves the right to award multiple contracts or exclude items. This is a one-time purchase with no renewal options. Poles must be designed using the Ultimate Strength Method by a Florida-registered engineer, and bidders must be pre-qualified manufacturers on JEA's Approved Manufacturers List, currently limited to Valmont and Trinity Meyer.

Pricing shall be on a DDP (Delivered Duty Paid) basis with all costs including packaging, marking, and transportation included in the bid price. JEA offers optional payment terms of 1% discount within 20 days or net 30, or alternatively 2% discount within 10 days or net 30. Bid security of 5% of the bid amount and a 100% contract bond are required. Bidders cannot appear on the State of Florida Convicted Vendor List, Suspended Vendor List, or City of Jacksonville's Disqualified Vendor List. Goods are warranted free from defects for two years from delivery. Insurance requirements include workers' compensation, commercial general liability of $1 million each occurrence/$2 million aggregate, automobile liability of $1 million combined single limit, and excess/umbrella liability of $1 million, with JEA named as additional insured. Manufacturing tolerances are strictly defined, including overall length variance of plus 3 inches to minus 2 inches and sweep limits of 3/8 inch per 10 feet. Quality assurance includes daily in-plant checks and concrete cylinder reports at release, 7 days, and 28 days, with JEA reserving the right to conduct random full-load testing at the manufacturer's expense. Addendum 1, posted September 24, 2026, updated technical specifications available on Zycus and JEA.com, and bidders must acknowledge receipt on their proposal forms.
