About this file
This is a Mandatory Criteria Certification Form and associated vendor attestation documents issued by the State of Florida Department of Financial Services for a law enforcement vehicle upfitting solicitation. The Department's Criminal Investigations Division seeks qualified vendors to provide comprehensive upfitting services for law enforcement vehicles, with an anticipated minimum of 20 vehicles per fiscal year. The contractor must install emergency lighting, sirens, communication equipment, and other law enforcement-specific equipment on new and used vehicles at a service location within 20 miles of the Department's headquarters in Tallahassee. The bid response deadline is March 20, 2026, at 3:00 PM Eastern Time, with public response opening at 3:30 PM the same day in Tallahassee or via conference call. The initial contract term is three years from the date of execution, with an option to renew for up to three additional years subject to satisfactory performance and available funding. Notice of intent to award is scheduled for April 3, 2026.
Respondents must complete multiple mandatory certifications and attestations as conditions of responsiveness, including confirmation of authorization to submit responses, conflict of interest disclosures, Florida Department of State registration or eligibility, E-Verify enrollment and compliance with labor registration requirements, non-participation in boycotts of Israel, and verification of absence from state vendor lists (Suspended, Convicted, Discriminatory, and Antitrust Violator lists). Additional certifications address foreign country of concern ownership, common carrier compliance, coercion for labor practices, and forced labor provisions. A mandatory $200,000 commercial general liability insurance policy is required. The contractor must provide a 12-month or 12,000-mile warranty on all services and installations with repairs and parts replacement at no cost to the Department. Financial penalties include a $2,100 penalty per missed biannual meeting and five percent invoice deductions for failure to accept vehicle delivery or complete work on schedule, with additional five percent deductions for every seven calendar days of delay. No award value or budget range is disclosed; however, contracts valued at $1 million or more trigger additional scrutiny requirements regarding companies with activities in Sudan, Iran, Cuba, or Syria.
