About this file

This Addendum 2 document provides Questions and Answers clarifications for the Florida Department of Financial Services, Criminal Investigations Division's Invitation to Bid (ITB) 2425-04 CI for law enforcement vehicle upfitting services. The Department estimates approximately 30 vehicles will require service per fiscal year, including new vehicles requiring full upfitting and used vehicles needing updates or retrofitting. The 20-business-day completion period for vehicle upfitting begins when the vehicle is dropped off and the Task Assignment Notification Form is signed, not when parts are ordered, accounting for typical manufacturer lead times of two to three months. The addendum confirms that parts markup or markdown percentages apply uniformly to all parts regardless of type or manufacturer for both initial and renewal contract terms.

The pricing evaluation methodology was modified in this addendum to allow respondents to submit negative percentages to indicate discounts off manufacturer's suggested retail price (MSRP), in addition to standard markup percentages. Bids are scored using a formula combining the Part Markup or Markdown percentage (averaged between initial and renewal terms) and the hourly Labor Cost rate, with the lowest combined score receiving the award. The updated Attachment 3 Price Response form requires respondents to submit Part Markup or Markdown percentages and hourly labor rates for both the initial and renewal contract terms, replacing the previous version entirely.

1. Section 4.2 of the ITB Document, Review of Price Response, is hereby modified as indicated below:

The Procurement Officer will evaluate the Price Response from responsible and responsive Respondents to determine the lowest bid based on the

Respondent’s Attachment 3, Price Response. Respondents’ bids will be scored as follows:

Part Markup or Markdown: Submitted as a percentage (%) above or below the manufacturer’s suggested retail price (MSRP), and averaged between initial and renewal terms.

Labor Cost: Submitted as an hourly rate, scoring percentage found with the formula:

Respondent’s Average Proposed Labor Rate (Initial and Renewal Term) _

Lowest Average Labor Rate Offered by Any Respondent

The two percentages will then be totaled and multiplied by 100 for a final score, with the lowest combined score being awarded.
