About this file
This addendum document provides questions and answers related to Invitation to Bid 2425-04 for law enforcement vehicle upfitting services issued by the Florida Department of Financial Services, Criminal Investigations Division. The solicitation seeks a qualified contractor to provide comprehensive upfitting services for law enforcement vehicles, including installation of emergency lighting, sirens, communication equipment, and other law enforcement-specific equipment. The Department anticipates upfitting a minimum of 20 vehicles per fiscal year under an initial three-year contract term with an option to renew for up to three additional years. The bid response deadline was March 20, 2026, at 3:00 PM Eastern Time, with public response opening scheduled for 3:30 PM the same day in Tallahassee or via conference call. The notice of intent to award was scheduled for April 3, 2026.
The addressed question in this addendum clarifies that while the contractor must maintain at least one service location within twenty miles of the Department's headquarters at 200 East Gaines Street, Tallahassee, Florida 32399, work performed under the contract must be completed at a facility meeting this proximity requirement unless specifically requested by the Department or approved in writing by the Contract Manager prior to commencement of work. The Department requires a mandatory $200,000 commercial general liability insurance policy and includes financial penalties for non-performance, including a $2,100 penalty per missed biannual meeting and five percent invoice deductions for failure to accept vehicle delivery or complete work on schedule. All qualified vendors meeting mandatory criteria, including Florida Department of State registration, E-Verify enrollment, and absence from various state vendor lists, are eligible to respond.
