About this file
This is a Price Response Form (Attachment 3) issued by the Florida Department of Financial Services, Criminal Investigations Division, for Invitation to Bid 2425-04 regarding law enforcement vehicle upfitting services. Respondents must provide hourly labor rates for both the initial three-year contract term and any renewal period, with pricing applicable to the installation of emergency lighting, sirens, communication equipment, and other law enforcement-specific equipment on a minimum of 20 vehicles annually. The Department anticipates a three-year initial contract term with an option to renew for up to three additional years, contingent on satisfactory performance and available funding. Bid responses were due March 20, 2026, at 3:00 PM Eastern Time, with public response opening scheduled for 3:30 PM the same day in Tallahassee. The notice of intent to award was scheduled for April 3, 2026. The contractor must maintain a service location within 20 miles of the Department's headquarters in Tallahassee and provide all necessary personnel, equipment, materials, permits, licenses, insurance, and replacement parts to complete services in full accordance with the Statement of Work.
The pricing structure requires respondents to submit hourly labor rates and a parts markup or markdown percentage above manufacturer's suggested retail price (MSRP), with the lowest combined score determining the award. All labor rates must be all-inclusive, covering direct and indirect costs such as transportation, overhead, contractor supervision, and profit. The contractor must furnish a $200,000 commercial general liability insurance policy and provide a 12-month or 12,000-mile warranty on all services and installations at no cost to the Department. Financial penalties for non-performance include a $2,100 penalty per missed biannual meeting and five percent invoice deductions for failure to accept vehicle delivery or complete work on schedule, with additional five percent deductions for every seven calendar days of delay. No incumbent contractor is identified, and all qualified vendors meeting mandatory certification requirements, including Florida Department of State registration and E-Verify enrollment, are eligible to respond. Funding is contingent upon annual legislative appropriation.
