About this file

This is a Price Response Form (Attachment 3) for Invitation to Bid 2425-04 issued by the Florida Department of Financial Services, Criminal Investigations Division, for law enforcement vehicle upfitting services. The Department seeks a qualified contractor to upfitting a minimum of 20 vehicles per fiscal year with emergency lighting, sirens, communication equipment, and other law enforcement-specific installations. The service location must be within 20 miles of the Department's headquarters in Tallahassee. The initial contract term is three years from execution with an option to renew for up to three additional years. The bid response deadline is March 20, 2026, at 3:00 PM Eastern Time, with public bid opening at 3:30 PM the same day in Tallahassee. Notice of intent to award is scheduled for April 3, 2026.

Respondents must submit hourly labor rates and parts markup percentages above manufacturer's suggested retail price (MSRP) for both the initial and renewal terms, with all pricing to be all-inclusive of labor, equipment, materials, supplies, permits, licenses, and insurance. The lowest combined score of labor rates and parts markup will be awarded the contract. Contractors must provide a $200,000 commercial general liability insurance policy and maintain a 12-month or 12,000-mile warranty on all installations at no cost to the Department. Financial penalties include a $2,100 charge per missed biannual meeting and five percent invoice deductions for failure to accept vehicle delivery or complete work on schedule, with additional five percent deductions for every seven calendar days of delay. No incumbent contractor is identified, and all qualified vendors meeting mandatory certifications are eligible to bid. Funding is contingent on annual legislative appropriation.
