About this file

This is a Price Response Form (Attachment 3) issued by the Florida Department of Financial Services, Criminal Investigations Division, for an Invitation to Bid (ITB 2425-04) seeking qualified vendors to provide law enforcement vehicle upfitting services. The Department anticipates upfitting a minimum of 20 vehicles per fiscal year and requires a single contractor to install emergency lighting, sirens, communication equipment, and other law enforcement-specific equipment on new and used vehicles. The initial contract term is three years from the date of execution, with an option to renew for up to three additional years subject to satisfactory performance and available funding. Respondents must submit their bids by March 20, 2026, at 3:00 PM Eastern Time, with public response opening scheduled for 3:30 PM the same day in Tallahassee or via conference call. Notice of intent to award is expected on April 3, 2026. The contractor must maintain a service location within 20 miles of the Department's headquarters in Tallahassee and provide a 12-month or 12,000-mile warranty on all services and installations.

Respondents must provide hourly labor rates and a parts markup percentage above manufacturer's suggested retail price (MSRP) for both the initial contract term and any renewal term, with all prices inclusive of labor, equipment, supplies, facilities, permits, licenses, and insurance necessary to complete the work. The lowest combined score of labor rate and parts markup will be awarded the contract. A mandatory $200,000 commercial general liability insurance policy is required, and financial consequences for non-performance include a $2,100 penalty per missed biannual meeting and five percent invoice deductions for failure to accept vehicle delivery or complete work on schedule. No incumbent contractor is identified in this solicitation, and all qualified vendors meeting mandatory certifications and criteria are eligible to respond. Funding is contingent upon annual legislative appropriation, and contracts valued at $1 million or more are subject to additional scrutiny regarding companies on lists related to Sudan, Iran, Cuba, or Syria.
