About this file
This document is a pre-bid conference presentation for Competitive Solicitation No. 03724 for Variable Message Boards, which is a statewide contract for eligible purchasers in Washington and Oregon to procure various types of truck-mounted and trailer-mounted variable message boards. The contract will award up to two contracts per category, with an additional set-aside contract per category for Washington small businesses and/or certified veteran-owned businesses. The procurement is being conducted by the Washington Department of Enterprise Services, with a bid due date of October 14, 2024 and an anticipated contract award date of December 1, 2024. The initial contract term is two years with an optional two-year extension.
The contract pricing will be evaluated based on overall cost factors as well as statutory preferences for mercury-free products. Bidders must provide detailed product specifications and pricing information for the various message board categories, and may offer optional features and accessories. The contract will require quarterly sales reporting and a vendor management fee of 1.25%. Eligible purchasers include state agencies, political subdivisions, tribes, federal agencies, and public benefit nonprofits within Washington.
