# Contractor Question Government Response
Concerning the Certified Industrial Hygienist (CIH) or Qualified Person (QP) in Technical Specification 1.4.5, can the CIH or QP be Japanese equivalent certified personnel? Yes. The CIH or QP can be a Japanese equivalent certified professional.
Concerning 3.4.4 (Bullet Bucket Debris Sampling), are the bucket samples "Wipe Samples" or actual samples of the bullet debris? If so, how many samples are required?
They are wipe samples. After the bullet bucket work and cleanup is completed, the CIH/QP shall take three (3) wipe samples from the asphalt where the bullet bucket emptying work was performed. Please refer to Figure 1 and Figure 3 of Attachment 3 (Drawings) for sample locations, and Table 1 of Attachment 4.
Lab analysis usually takes about two weeks for results. If the contractor cannot bring the drum cans to the Hazardous Waste Storage Facility (HWSF) during this time, where can the drum cans be stored?
The contractor is responsible for providing their own temporary storage. There is no temporary staging or storage space available at the CATM range. The contractor must collect and transport the drum cans/hazardous waste to their own approved off-base storage area while awaiting lab analysis results and MDAS certification. Once all results and documents are ready, the contractor shall transport the drums to the HWSF.
Per the CATM Range Servicing Guidelines (4.2), CATM personnel will inspect and certify the debris as Material Documented as Safe (MDAS). Are both the lab analysis results and the signed MDAS form required to bring the drum can debris to the HWSF? Yes. Both the lab analysis results and the signed MDAS forms are required for processing and turning in waste at the HWSF.
5 Can you clarify if the contractor or the government is supplying the drum cans and filters? The Contractor is responsible for supplying all drum cans and filters required to complete the cleaning.
The solicitation does not mention intake filters. Is the contractor supplying these if damages are found? If so, can you provide size and brand details?
Yes, the contractor shall supply replacement intake filters as needed. The filter must be a Washable Metal Air Filter with an aluminum mesh construction. Dimensions: 24" x 24" x 1". (Example reference: Grainger Item #2GGT4).
Can you clarify the number of times for each service? For example, is the exhaust filter replacement 6 times a year or 4 times a year?
Services, including exhaust filter replacement, shall be performed six (6) times a year. Additionally, intake filters must be cleaned six (6) times a year and replaced as needed. Note: Line items 0001-0004 in the solicitation have been updated to reflect this frequency.
SOW Pg. 5, Sec. 2.3, Under this contract, may the Prime Contractor utilize qualified subcontractors or independent third-party consultants to provide the required CIH, Qualified Person (QP), Competent Person (CP), other specialized personnel, and specialized services, provided that the Prime Contractor retains full responsibility for contract performance? Yes.
Submittal Register, Is the CATM Lead Cleaning Service Plan (CLCSP) required to be submitted with the technical proposal, or may it be submitted after contract award and prior to the commencement of on-site work? It can be submitted after contract award but ensure to submit and get approval prior to commencement of work.
Requirements Matrix, Will laboratory analyses performed by an accredited laboratory located in Japan be acceptable? If so, please clarify the required laboratory accreditation criteria. Please reference the SOW/specs for guidance on laboratory criteria.
SOW Pg. 8, Sec. 4, Please clarify which materials and equipment will be Government-Furnished (GFP/GFM) and which items are required to be provided by the Contractor, including replacement filters, bullet buckets, drums, and other consumables.
The Contractor is responsible for providing all equipment, tools, replacement filters, drums, and consumable materials necessary to perform the services in accordance with the SOW.
SOW Pg. 4, Sec. 1.2.4 & 1.2.5, Please clarify the required waste disposal process, including which waste streams are to be delivered to the 718 CES Hazardous Waste Storage Area (HWSA) and which are to be transported to a commercial disposal facility. Please check section 02 83 18.00 30, paragraph 3.5.3 (Waste Disposal) for specific details.
