030ADV26R0049 0001 Section L

SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS

L.1 LC52.215-1 PROPOSAL SUBMISSION INSTRUCTIONS - BEST VALUE TRADE-OFF (JUL

2016) L.1.1. General Information to Offerors

This section discusses general submission instructions and proposal requirements. Offerors must comply with the submission instructions specified in this solicitation. The Library has the right at its discretion, to determine if an offer is ineligible for award and if an Offeror does not comply materially with the submission instructions.

L.1.2. Authority

This solicitation is being issued in accordance with FAR subpart 13 and the Library of Congress Federal Acquisition Regulations (LCFARS).

L.1.3. Questions and Proposal Submission Due Dates

(a) To be considered, all questions pertaining to this solicitation must be submitted in writing to Olexiy Levchuk at olevchuk@loc.gov, with a copy to Moji Adejuwon at moad@loc.gov , no later than August 12 August 14, 2026 at 12:00 PM EST. Questions received after this time may not be answered. Answers to questions, if any, will be posted publicly on SAM.gov.

(b) All proposals must be submitted via email to Olexiy Levchuk at olevchuk@loc.gov , with a copy to Moji Adejuwon at moad@loc.gov , no later than the response date specified in the solicitation. Proposals submitted through SAM.gov will not be accepted.

Email Submission Instructions The email must include the solicitation number 030ADV26R0049 in the subject line. The maximum size file allowed through the Library’s email system is 20MB. In addition, certain files might need to undergo a conversion to be accepted by the Library’s servers. This conversion increases the file size by 30% to 40%, therefore, please take this into consideration, when determining file sizes. The Library’s email system cannot accept files greater than 20MB. If needed offeror may send the proposals in multiple emails but must ensure they are all clearly identified. Offeror must not submit proposals as zipped or locked files or via links to file sharing systems/software.

L.1.4. Proposal Format and Contents

(a) Offerors must submit an offer package that includes two separate volumes. Each volume must be submitted in either Microsoft Office or Adobe formats. Each volume must include the solicitation number, the offeror’s name, mailing address, telephone number, Unique Entity Identifier (UEI) number, organization Point of Contact with phone number and email address. The format for all documents must be 8.5 x 11 inch pages, single-spaced, 1-inch margins, Times New Roman 12 point font in text. Offeror must not include hyperlinks to external reference/information in any section of the proposal.

(b) The two separate volumes shall be provided as follows:

Volume 1 – Technical Proposal: The Technical Proposal must include Technical Approach, Corporate Experience and Past Performance. The Technical Proposal must not refer to pricing.

Volume 2 – Price Proposal

Volume 1. Technical Proposal

A. Technical Approach

(i) Offeror shall provide a narrative describing offeror’s approach for fulfilling the requirements in Section C (Statement of Work). The narrative must show a thorough understanding of the requirements of the solicitation. In this section, offeror must respond sequentially to each paragraph.

(ii) Offeror shall provide a work plan on how offeror will provide services required in this solicitation.

(iii) Offeror must provide resumes for Key Personnel as described in Section C. The resumes must highlight experience providing services similar to the requirements of this solicitation.

(iv) If subcontracting is contemplated, offeror must provide information and approach for the work that will be subcontracted under this contract and how offeror will manage the subcontractors.

B. Corporate Experience

(i) In this section, Offeror shall provide at least three (3), but no more than five (5), examples of relevant and recent audio amplification system upgrade solution projects comparable to the requirement of this solicitation, completed not more than seven (7) years ago (i.e, within the last 7 years) that demonstrate offeror has the technical experience providing audio amplification system upgrade solutions for companies, universities, major museums or cultural institutions (comparable to the Library of Congress).

For each example, Offeror shall provide: 1) customer’s name; 2) descriptions of the projects and services provided; 3) dates of performance and 4) total dollar amount of the contract and the information must be clear as to whether the work was performed as the prime or subcontractor. Offeror must demonstrate how offeror’s experience providing the services described for each effort shows offeror is capable of providing the services identified in this solicitation.

(ii) If offeror is proposing subcontracting, offeror shall provide relevant and recent experience (not more than five (5) years old projects) for the subcontractor(s) for the services that will be provided by subcontractor.

(iii) If subcontracting is contemplated, Offeror shall describe offeror’s experience managing subcontractor(s) and how the relationship provided quality services to the customer.

C. Past Performance

Offeror shall send the Past Performance Questionnaire attached at section J-1 of this solicitation to all the customers described in the Corporate Experience section. It is the offeror’s responsibility to ensure that the form is completed and returned by the customers directly to Olexiy Levchuk at olevchuk@loc.gov with a copy to Moji Adejuwon at moad@loc.gov, by the response date and time specified in this solicitation. Forms received late or submitted directly to the Library by the offerors will not satisfy the requirement for the blind customer information and will not be accepted.

Volume 2. Price Proposal

D. Price

(i) Offerors must provide a firm fixed price in Section B and must provide prices for all deliverables on Attachment J-2 - Deliverables Schedule.

Offerors must quote prices for each deliverable as required in the Deliverables Schedule (Attachment attached at Section J-2) in Section J, to be considered for an award. Partial pricing by an Offeror may render the proposal not acceptable to the Library’s requirement and the proposal may not be considered for award.

(ii) Submission of SF1449 (solicitation) and SF30 (amendments) to the solicitation: Offeror must provide a signed copy of the original SF1449 and any amendments to acknowledge and confirm the Offeror has read and agrees to comply with the terms and conditions of this solicitation. The SF1449 and SF30 to the solicitation must be signed, dated and submitted as part of the proposal.

(iii) Offeror must complete the Representations and Certifications in Section K of this solicitation and must be registered and active in SAM.gov prior to the issuance of the contract.

(End of Provision)

L.3 52.237-1 SITE VISIT (APR 1984)

Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
