About this file

This document is a set of questions and answers related to a competitive solicitation issued by the Washington State Department of Enterprise Services (Enterprise Services) for a statewide Master Contract for Lamps, Ballasts, Retrofit Kits, Replacement Fixtures, and Lamp Recycling. The contract will be available for eligible purchasers, which includes Thurston County. The solicitation document clarifies the product categories and environmental restrictions, noting that some overlap exists due to the complexity of lamp specifications. The solicitation will not be changed based on the responses provided.

The pricing and bidding structure for this contract requires all manufacturers to compete against the same manufacturer categories, ensuring no unfair advantage. The environmental restrictions were developed by a consultant hired by Enterprise Services and will remain unchanged, as all bidders will be competing under the same requirements.

- Shouldn’t the title for the first Product Type category be changed to “LED Lamps with a Screw Base”? The term “compact” in confusing, as these lamps are not considered compact. Removing it will reduce any potential protests for the included lamp types within.

-In the second Product Type Category, the 2-pin MR16s and PAR Lamps are not considered compact lamps. The term “Compact” is associated with some fluorescent lamps (mainly PL style, compact fluorescents). There are 2-pin compact fluorescent replacement LED lamps that would certainly fall under this category, and are commonly sold and readily available. MR-16 and PAR replacement LED lamps are both considered directional lamps.

-In the “Compact Fluorescent” category, MR-6 lamps are listed again. They are 2-pin, but are a directional halogen style lamp, not a fluorescent lamp. There are other 2-pin lamps that are similar to the 4-pin PL lamps. There are 2-pin PAR lamps, as well, but again are not compact nor are they fluorescent (they are halogen or incandescent). The difference between 2-pin and 4-pin PL lamps (compact fluorescent) is dimmability. 2-pin lamps are on-dimmable, and 4-pin lamps are dimmable. MR-16 and PAR lamps should not be listed here.

The environmental restrictions were developed by a consultant hired by DES and will remain unchanged. Some lamp types and restrictions overlap due to the complexity of lamp specifications and restrictions. Should a specific lamp fall in multiple categories, it must comply with the stricter of the applicable environmental restrictions in order to be eligible to be sold on any resulting contract. All bidders will be competing on these same restrictions, so there is no unfair advantage to any bidder. All manufacturer categories will compete against the same manufacturer category, so there is no unfair advantage to any bidders.
