About this file

This document is the Exhibit C-1 - Bid Instruction and Information Sheet for Solicitation No. 03020 issued by the Washington State Department of Enterprise Services (Enterprise Services) for the procurement of Lamps, Ballasts, Retrofit Kits, Replacement Fixtures, and Lamp Recycling. Enterprise Services intends to establish a statewide Master Contract for eligible purchasers, including Thurston County. The solicitation requires bidders to complete a Bid Price Percentage Sheet (Exhibit C-2) for various product categories, including Lamps, Ballasts, Retrofit Kits, and Recycling Containers. Bidders can quote a maximum of 5 manufacturers per category and must provide the manufacturer's name and offer a percentage discount off the list or published retail price. Bidders may be eligible for a 5% preference if they quote the lowest amount of mercury content per lamp type. Contracts will be awarded to the bidder with the highest points for each manufacturer per category.

The pricing evaluation methodology is detailed in the document, including the formula used to calculate points for each bidder's scored percentage discount. Bidders may be required to provide an Alternate Pricing Index if the manufacturer's pricing does not use "list price" or "published retail price" terminology. Contracts will be awarded based on the information provided in the bid documents, and bidders must be able to provide manufacturer pricing sheets during the award process.

EXHIBIT C-1 – BID INSTRUCTION AND INFORMATION SHEET

03020 – LAMPS, BALLASTS, RETROFIT KITS AND LAMP RECYCLING

Exhibit C-2 – Bid Price Percentage Sheet (Excel Spreadsheet) is to be submitted on provided Excel Spreadsheet.

GENERAL INSTRUCTIONS

The Excel Bid Price Percentage Sheet consists of two sheets:

1) Lamps and Ballasts

2) Retrofit Kits and Recycling Boxes.

Bidders can quote a maximum of 5 manufacturers per category.

If you are bidding on both sheets, be sure to fill out Bidder Company Name: on each sheet.

When quoting manufacturers, provide the Manufacturer: name in the cell provided.

DEFINITIONS:

Category – is the type of product. The categories for this solicitation are:

· Lamps

· Ballasts

· Retrofit Kit

· Recycling containers.

Manufacturer Category – is a particular manufacturer and product listed in the Category definition. Examples:

· ACME lamp

· Coyote Co. ballast

· RR retrofit kit

· Bus recycling containers

LAMP PRICING EVALUATION METHODOLOGY (SHEET 1)

DES intends to award Master Contracts for the Lamps to bidders by manufacturer. DES will award each manufacturer’s entire Lamp product line to one bidder.

· When quoting manufacturers for this category, bidder will submit its percentage discount off list in the yellow cells for all available lamp types. Bidder must quote all lamp types for that manufacturer or will be deemed unresponsive, unless no such lamp type exists for that manufacturer. When quoting manufacturers, provide the Manufacturer: name in the cell provided.

· The bid document (Exhibit C-2 – Bid Price Percentage Sheet) will auto-calculate your Scored Percentage Discount for bid evaluation purposes based off each line’s “Weight Factor” (Column C).

· The state will award a 5% preference to the bidder(s) that quote the lowest amount of mercury content per line item, and agree to not sell any lamps off this Master Contract that exceed their quoted amount of mercury content for fluorescent, metal halide, and high pressure sodium lamps. To be considered for this 5% preference, quote in red cells the maximum mercury content, in mg. per bulb type that you will sell on contract. The bidder(s) that quote(s) the lowest amount of mercury for a lamp type will have their “Weight Factor X Percentage Discount” cell multiplied by 1.05 for that line for evaluation purposes. This is not a required field, and bidders are not required to quote a weight for mercury preference. Please note that leaving the mercury content field blank is not quoting zero, but is stating that you do not want to be considered for this preference.

· If a winner cannot be determined for a particular manufacturer, that does not preclude DES from awarding other manufacturers on this bid.

BALLASTS PRICING EVALUATION METHODOLOGY (SHEET 1)

DES intends to award Master Contracts for the Ballasts to bidders by manufacturer. DES will award each manufacturer’s entire Ballast product line to one bidder.

· Bidders quoting ballasts will quote a percentage discount off the manufacturer’s list price for their entire ballast product line. When quoting manufacturers, provide the Manufacturer: name in the cells provided.

RETROFIT KITS AND RECYCLING CONTAINERS (SHEET 2)

DES intends to award Master Contracts for Retrofit Kits and Recycling Containers categories to bidders by manufacturer, with each manufacturer’s entire Retrofit Kit product line to one bidder, and each manufacturer’s entire Recycling Container product line to one bidder.

· Bidders will quote a percentage discount off manufacturer's list price for Retrofit Kits for the manufacturer’s entire product line.

· Bidders will quote a percentage discount off manufacturer’s published retail price for Recycling Containers for the manufacturer’s entire product line.

· When quoting manufacturers, provide the Manufacturer: name in the cells provided.

EVALUATION METHODOLOGY FOR EXHIBIT C-2 - BID PRICE PERCENTAGE SHEET

(AVAILABLE POINTS = 100 SCALE FOR EACH MANUFACTURER CATEGORY [BEFORE STATE PROCUREMENT PREFERENCES])

Bidder’s Scored Percentage Discount (Lamps) or Percentage Discount (Ballasts, Retrofit Kits, and Recycling Boxes) will be evaluated as follows. The bidder with the best Percentage Discount off each Manufacturer Category will receive 100 Points. All other bidders will be scored proportionally based off of the following formula:

(Bidders Scored Percentage Discount / Highest Scored Percentage Discount) * 100 = points

Example:

Best Scored Percentage Discount is 26 percent. That bidder would receive 100 points for Bid Price Percentage.

Next bidder bids 24 percent discount. (24 / 26) * 100 = 92.31 points Next bidder bids 21 percent discount. (21 / 26) * 100 = 80.77 points

Then, five (5) points will be added for certifying each of the following State Procurement Preferences in Exhibit A-1 – Bidder’s Certification:

1) Executive Order 18.03-Workers’ Rights,

2) Washington Small Business, and

3) Veteran-Owned Business

The bidder with the highest points for each manufacturer per category will be awarded a contract for that category.

ALTERNATE PRICING INDEX (SHEET 3)

The default terms for Pricing Index are; ”list price” and ‘published retail price”. If the manufacturer category you wish quote has a Pricing Index that is not titled “list price” or “published retail price”, bidder must complete the Alternate Pricing Sheet in Exhibit C-2 (Sheet3). Complete this Pricing Index information in the order it appears on your bid in a logical order. Complete all information: Category, Manufacturer, Alternate Pricing Index Name, Web Link to Pricing Index.

When quoting a manufacturer category with an Alternate Pricing Index, if two or more bidders quote a different Alternate Pricing Index Name, DES will contact the manufacturer to determine the appropriate Pricing Index Name, and only consider those bidders who quoted the appropriate index.

Your catalog offerings from this Alternate Pricing Index must meet the needs of the state in order to be responsible as defined in Section 3.5 of the Competitive Solicitation.

Note: Bidders are only required to complete the Alternate Pricing Sheet if their quoted manufacturer does not use the terms “list price” or “published retail price” for their quoted Manufacturer Category.

ADDITIONAL PRICING INDEX INFORMATION

If, during the contract award process, the bidder is unable to provide pricing sheets from the manufacturer “list prices”, “published retail price” or an Alternate Pricing Index” for the manufacturer they quoted, DES will not award a contract.
