The horizontal coordinates were established by autonomous hand held GPS observations and have an estimated accuracy of +/- 10 meters.

The orthometric height was determined by differential leveling and adjusted by the NATIONAL GEODETIC SURVEY in March 1997.

Photographs are available for this station.

The dynamic height is computed by dividing the NAVD 88 geopotential number by the normal gravity value computed on the Geodetic Reference System of 1980 (GRS 80) ellipsoid at 45 degrees latitude (g =

980.6199 gals.).

The modeled gravity was interpolated from observed gravity values.

1. The below stated water fluctuations are for informational purposes only and are not to be utilized in conjunction with any contract related hydrographic surveying purposes as noted on the control drawing(s) of the contract plans. All elevations in this section are in feet, National Geodetic Vertical Datum of 1929 (feet, NGVD).

2. Water levels in the project area are mainly affected by rainfall, evaporation, local runoff, operation of C-11 which is managed by South Florida Water Management District (SFWMD) and the operation of Water Conservation Area 3A (WCA-3A) which is managed by the Jacksonville District of the U.S.

Army Corps of Engineers (USACE) in accordance with the Combined Operational Plan (COP) Regulation Schedule that is shown in Figure 1. WCA-3A’s optimum range of elevations is between 7.5 and 10.5 ft., NGVD on a seasonally varying basis. This optimum elevation range may be exceeded due to rainfall events over WCA-3A’s watershed and/or wind effects on WCA-3A. The project area for the BCWPA Project (BCWPA) project area is approximately 1.5 miles east of Structure 9 (S-9) which is located at the west end of C-11 in the alignment of Levees 33 and 37 (L-33 and L-37, respectively). SFWMD operates S-9 to pump surplus water into WCA-3A via South New River Canal (C-11) from the Davie agricultural area west of Structure 13A (S-13A).

3. Structure 9 (S-9) is a pump station consisting of three units with a design discharge rate of 2,880 cfs. This pump station is located at the terminus of the C-11 and is approximately 1.5 miles west of the future C-11 Impoundment. SFWMD operates S-9 to pump surplus water into WCA-3A via the South New River Canal (C-11) from the agricultural area west of S-13A.

4. Structure 9A (S-9A) is a four-unit pump station with a design capacity of 500 cubic feet per second (cfs). This structure is located adjacent to S-9.

SFWMD operates S-9A to improve the quality and timing of stormwater discharges from the western C-11 by backpumping seepage from WCA-3A into WCA-3A at the approximate rate it enters C-11 from the agricultural area west of S-13A. The smaller pumps of S-9A also allow reduced pumping of stormwater to WCA-3A by avoiding the operation of the much larger S-9 pumps during small rainfall events.

5. Historical WCA-3A average daily water elevations from January 1, 1992, through May 23, 2022 are provided graphically in Figure 2. A maximum WCA-3A elevation of 10.04 ft., NGVD was recorded on November 23, 2020. These elevations may be exceeded due to rainfall events over WCA-3A and/or wind effects on WCA-3A. Exceedance curves for the WCA-3A average daily water elevation for the above referenced period of record are provided graphically in Figure 3. The graph contains the 10, 25, 50, 75 and 90 percent exceedance values through the calendar year for the period of record. For example, for a given day in the calendar year, the “10% Exceedance” curve shows the water elevation at which 10 percent of the values on that day were greater for the period of record. The graph may also be used as a rough indicator of the probable seasonal variations in elevations.

6. Structure 13A (S-13A) is a corrugated metal pipe culvert consisting of four barrels with sluice gates mounted on a steel frame on each barrel.

S-13A is operated by SFWMD to maintain water control stages in C-11 and to allow dry season releases to the area east of the structure in order to maintain an optimum headwater elevation of 2.2 ft., NGVD. S-13A is approximately 8 miles east of the C-11 Impoundment.

CERP, Broward County Water Preserve Areas Project, Contract 2 C-11 Impoundment and Mitigation Area A, Broward County, Florida RTA

Section 00 33 50 Page 2

7. Historical C-11 elevations in the approximately 9 mile reach as measured at the headwater of S-9A and S-13A for the period of record from May 28, 2008 through May 22, 2020 are provided in Figure 4.

8. Elevations and flows in the project area may change suddenly. There may be extended periods of high flows during the contract period depending on hydrometeorological conditions. The contractor shall not attempt to operate existing USACE or SFWMD structures.

9. All hydrometeorological data in this section are provisional and subject to revision. In general, historic water levels and discharges are not necessarily indicative of future water levels and flows. The contractor should not expect that water levels/flows will be manipulated for the contractor. The contractor should not expect “no flow” or dry conditions during the contract period. The contractor should be able to obtain hydrometeorological data from the Jacksonville District, Water Management Section’s website, which can be found at:

https://www.saj.usace.army.mil/WaterManagement/ and also SFWMD’s website which can be found at: https://www.sfwmd.gov/.

10. It shall be the contractor's responsibility to obtain information concerning rain and wind. Reference is made to the National Oceanic and Atmospheric Administration (NOAA) publication entitled Local Climatological Data – Monthly Summary which contains climatological and meteorological observations and data including wind, rain, and temperature data for the project area. Subscription price and ordering information is available from the National Centers for Environmental Information, Federal Plaza, 151 Patton Avenue, Asheville, North Carolina 28801-5001. NOAA also has an internet information page at: https://www.ncei.noaa.gov/.

11. The climate of the area is essentially subtropical and humid.

Temperatures below freezing are rare. The wet season in the project area is from May through October. The hurricane season is from June through November. In general, the winter months constitute the dry season, and rainfall is usually associated with mid-latitude systems (fronts and low-pressure systems) and is distributed in a spatially uniform pattern. The summer months comprise the wet season and rainfall is closely associated with convective activity. These rainfall events are normally of short duration and amounts are quite variable spatially. Occasionally, daily rainfall in the dry season can be quite heavy as mid-latitude systems penetrate South Florida. The project site is subject to tropical storms and hurricanes from June through November, and to windy and/or rainy weather throughout the year.

Weather forecasts as well as actual rainfall information from the National Weather Service Miami-South Florida forecast office can be found at:

1.2 WORK COVERED BY CONTRACT DOCUMENTS

1.2.1 Project Description

The Broward County Water Preserve Area (BCWPA), Contract 2 consists of a portion of the overall C-11 Impoundment project. Contract 2 construction consists of dam and levee embankment, a mitigation area, water control structures, environmentally sensitive area (ESA) systems, lake backfill, drainage conveyance, ancillary features, and associated clearing, grubbing, planting, borrow, and material processing.

Contract 2 is the first of two construction phases (combined with future Contract 3) to complete the overall C-11 Impoundment component of the BCWPA project. The overall completed C-11 Impoundment will be an above-ground earthen reservoir targeted to have a total storage of 4,600 acre-feet with an effective interior area of approximately 1,053 acres and a normal pool water storage depth of approximately 4.7 ft.

The Contract 2 dam embankment (D-511) will have an approximate height of 15ft (crest elevation of 18.8 ft NAVD88). The Contract 2 portion of D-511 embankment will include roughly 4,800 LF of slurry wall along the southern alignments between stations 111+00 to 146+00 (east) and stations 204+00 to 218+00 (west). The slurry wall will be 41 ft tall (EL 6.0 ft NAVD88 to EL -35.0 ft NAVD) with a typical width of 2.5 ft.

The proposed Mitigation Area 'A', is approximately 488-acres located north of the impoundment. Work includes approximately 3.5 miles of perimeter levee, clearing, grubbing, selective removal of invasive plant species and replanting of native vegetation. It provides 89.7 acres of restored wetland, with 81.5 acres of marsh zone habitat and 8.2 acres of littoral zone habitat. Water levels within the mitigation area will fluctuate approximately 1.0 ft above average ground elevation (5.3 ft NAVD88). The levees surrounding the mitigation area will have an approximate height of 3 ft (crest elevation of 7.3 ft NAVD88).

SECTION 01 11 00 Page 3

Contract 2 includes 12 total Water Control Structures:

- Gated Culverts S-506A, S-508B, S-508D, and S-511

- Ungated Culverts S-500A, S-505E, S-506B, S-508A, and S-509

- Fixed, Broad-crested Weirs S-505B, S-505C, and S-505F

There are two environmentally sensitive areas (ESAs) which are to be protected during construction and will be ultimately excluded from the project by means of embankment alignment. The ESAs will be protected from disturbance during construction and will be avoided by completed project features.

Contact 2 includes a requirement to backfill the existing Central Lake and an existing borrow area. These features are existing quarry pits estimated to be up to 55 feet deep and filled with water. Backfill of the Central Lake and Borrow Area will primarily consist of onsite muck material.

However, the Contractor will be provided approximately 10,800 cubic yards of stockpiled limerock aggregate, located adjacent to SW 26th street and the proposed construction staging area, which is approved to be placed in Central Lake.

Contract 2 will require continuous stormwater management and conveyance of an approximate two square-mile drainage area north of the project site, which flows southward through the project site, plus any stormwater generated within the Contract 2 limits for the duration of the contract.

Since stormwater flows will ultimately need to pass south through the future Contract 3 project limits for discharge into the C-11 Canal, stormwater management will include the requirements provided in Section

01 57 20 ENVIRONMENTAL PROTECTION.

Other project features and activities include clearing, grubbing, planting, borrow, material processing, boat ramps, soil cement embankment armoring, emergency stockpiles, instrumentation and monitoring stations, wetland preservation/protection, erosion control, and debris disposal.

1.2.2 Location

The project is located at Broward County Water Preserve Area in Weston, Florida, approximately as indicated.

1.2.3 Safety Requirements

1.6.1 Established Project Control

The Government has established monuments along the work site(s). Each monument is represented in the contract drawings by a Designation and in most cases, an alphanumeric Permanent Identifier. Information concerning the location and elevations can be found within the Survey Notes on the plan sheets. The Survey Notes for each included field survey will cite a particular survey number, and specify the control used to conduct that survey. Additional information is included in the Survey Notes that must be duplicated if an attempt to recreate the subject survey is desired.

See Section 00 31 21 CONTROL MONUMENT DESCRIPTIONS.

1.6.2 Layout

From the monuments, control data, and elevations established by the Government, complete the layout of the work and obtain all measurements that may be required for the execution of the work to the location and limit marks prescribed in the specifications or on the contract drawings, SECTION 01 11 00 Page 5 subject to such modifications as the Contracting Officer may require to meet changed conditions or as a result of necessary modifications to the contract work.

1.6.3 Survey

Provide equipment, tools, material, labor for laying out any part of the work from the monuments, control data, and elevations established by the Government. Maintain and preserve all monuments, stakes and other marks established by the Contracting Officer until authorized to remove them, and if such marks or monuments are destroyed by the Contractor or through negligence, prior to their authorized removal, they may be replaced by the Contracting Officer, at their discretion, and the expense of replacement will be deducted from any amounts due or to become due the Contractor. The Contracting Officer may require that work be suspended at any time when location and limit marks established by the Contractor are not reasonably adequate to permit checking of the work. Aerial LiDAR systems (drones) must comply with HQ Aviation Regulations/Letters (APL 95-1-1, APL 20-06, AR 95-20) when used by the Contractor.

1.7 DAMAGE TO WORK

The responsibility for damage to any part of the permanent work will be as set forth in Clause PERMITS AND RESPONSIBILITIES of Section 00700 CONTRACT CLAUSES in Volume 1. However, if in the judgment of the Contracting Officer, any part of the permanent work performed by the Contractor is damaged by flood, earthquake, hurricane, or tornado, which damage is not due to the failure of the Contractor to take reasonable precautions or to exercise sound engineering and construction practices in the conduct of the work, make the repairs as ordered by the Contracting Officer and full compensation for such repairs will be made at the applicable Contract unit or job prices as fixed and established in the Contract. If, in the opinion of the Contracting Officer, there are no contract unit or job prices applicable to any part of such work, an equitable adjustment pursuant to Clause CHANGES of Section 00700 CONTRACT CLAUSES in Volume 1 will be made as full compensation for the repairs of that part of the permanent work for which there are no applicable contract unit or job prices. Except as herein provided, repair damage to all work (including temporary construction), utilities, materials, equipment, and plant must be repaired to the satisfaction of the Contracting Officer at the Contractor's expense, regardless of the cause of such damage.

1.8 DAMAGE TO WORK -- COFFERDAM REQUIRED

a. The responsibility for damage to any part of the work to be performed under this Contract is set forth in Clause PERMITS AND RESPONSIBILITIES of Section 00700 CONTRACT CLAUSES in Volume 1.

However, if the cofferdam(s) is constructed in accordance with plans and progress schedules approved by the Contracting Officer, but is overtopped by flood and such flood causes damage to the cofferdam or if any part of the permanent work is damaged by flood, earthquake, hurricane, or tornado, which damage is not due to the failure of the Contractor to take reasonable precaution or to exercise sound engineering and construction practices in the conduct of the work, make the repairs ordered by the Contracting Officer. Compensation will be made for any such repairs in accordance with the Clause CHANGES of Section 00700 CONTRACT CLAUSES in Volume 1. The equitable adjustment is be based on the contract unit or job prices applicable to any part of the damaged work.

SECTION 01 11 00 Page 6

b. The Contracting Officer may order the Contractor to flood or breach the cofferdam during a rise prior to, and in anticipation of, natural flooding due to overtopping. Such flooding or breach will be considered the same as though the cofferdam, if constructed in accordance with plans and progress schedules approved by the Contracting Officer, had been overtopped, in which event an equitable adjustment will be made for damages to the cofferdam and/or any part of the permanent work, as provided in subparagraph a. above.

1.9 EXISTING WORK

In addition to FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements:

1.12 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER (31 OCT 1989)

This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the Clause DEFAULT (FIXED-PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in

SECTION 01 11 00 Page 7

Volume 1. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:

a. The weather experienced at the project site during the contract period must be found to be unusually severe; that is, more severe than the adverse weather anticipated for the project location during any given month.

b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.

1.12.1 Schedule of Monthly Anticipated Adverse Weather Delays

The schedule of monthly anticipated adverse weather delays is based upon National Oceanic and Atmospheric Administration or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.

See Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA to obtain MONTHLY

ANTICIPATED ADVERSE WEATHER DELAY WORK DAYS BASED ON 5-DAY WORK WEEK. A

reasonable number of anticipated weather delay work days is obtained from the average number of days per month (rounded to the nearest whole number) with precipitation greater than that indicated in Section 00 33 50

WEATHER, WATER STAGE AND TIDE DATA.

1.12.2 Contractor Responsibility

Upon acknowledgment of the Notice to Proceed and continuing throughout the Contract, record on the daily CQC report the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's scheduled work day. Include the number of actual adverse weather delay days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA (rounded to the nearest whole number), the Contracting Officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work days, and issue a modification in accordance with the Clause DEFAULT (FIXED PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1.

1.13 UNITS OF MEASURE

The standard U.S. system will be utilized by the Contractor in the performance of work. Any omission or inaccurate use of a unit of measure will not relieve the Contractor of their responsibilities under the Contract terms. The unit of measure used in this specification and the contract drawings is the standard U.S. system.

1.14 SOUTH FLORIDA WATER MANAGEMENT DISTRICT

It is understood and agreed by the parties hereto that the project works being performed under this Contract are for the benefit of the South Florida Water Management District, which agency, as the representative of the state of Florida, is responsible for acquisition of lands upon which the construction is to take place. This responsibility is pursuant to

SECTION 01 11 00 Page 8 authorizing legislation of the Congress of the United States of America.

It is clearly understood that the project works to be constructed herein, upon completion, will be turned over to that agency for operation and maintenance as part of the Government's project agreement obligation.
