Question & Answer for Solicitation 01420 Custom Uniforms (WSP)

This document is posted to capture the questions received during the question & answer period for 01420, Custom Uniforms.

Question
Response
Did this change the solicitation?

The last day to submit questions is 7/9 and the bid due date is 7/15. That may not give sufficient time to respond given what changes may occur after the question period closes. Would you move the bid due date to 7/22 to ensure time to get accurate information.

The bid submission deadline was extended to July 22, 2020 to allow enough time after the questions are addressed.
Yes

The bid assesses liquidated damages if products are over 90 days. The products requested are custom color and custom manufactured. Lead times may go over 90 days. Historically, custom programs have taken longer, especially with the initial order, because the manufacturers won’t order fabric until they are sure they have the contract. Between getting the custom color fabric and production time, that will exceed 90 days. Also in light of the current situation, i.e. Covid-19, situations out of anyone’s control could cause delays. Also, as a distributor, we cannot control manufacturer delays and being a custom product there is no substitute to mitigate the extended lead times. Many times, unforeseen circumstances occur that change the window for delivery on the manufacturer’s side that are not known when the contractor initially quotes the lead time. Also, there is no guaranteed usage so it is harder to order fabric and know how much to carry. Even if fabric is carried, if a large order comes in that exceeds the stock of the fabric, the lead times will go beyond the 90 days if additional fabric needs to be ordered. In light of this, can the liquidated damages be removed?

Please submit your concerns as Exhibit D-2 – Master Contract Issues. This exhibit outlines the bidder’s issues, if any, and proposed resolution if they have any business concerns with the form of the Master Contract to be awarded. After evaluations, Enterprise Services will work with Top Bidder to finalize the Master Contract. Please refer to Competitive Solicitation Section 3.10.
No

Under performance requirements, there is a requirement to manage fabric stock. Without annual usage, it is difficult, if not impossible to ensure custom fabric is always available. It can always be ordered, but not always be on the shelf. Can an annual amount be guaranteed so stock will be available to meet those needs?

Per Section 2.4 of the Solicitation, the annual spend has been estimated at about $600,000. The uniform purchasing needs are not anticipated to change significantly, but we are unable to guarantee an annual quantity/amount.
No

Could you please provide your current contract pricing for the items requested in this bid?

No

The solicitation is requesting pricing for 200 piece minimums. Would the State be interested in additional discounts if ordering in larger quantities (if and when needed), and if so how would this be proposed?

Yes, as long as there is an ability for the state to place an order of 200 pieces per style, the state would also be interested in available volume discounts for larger orders. Please use Section 2 of Exhibit C-1 – Bid Price to indicate applicable surcharges or discounts (as negative surcharge).

The solicitation is requesting a minimum of four alterations locations. If the employee is responsible for procuring & paying their own alterations costs, why is this a requirement of the bidder since WSP troopers could go anywhere to have these services performed?

Employees are not responsible for procuring and paying for their own alterations. The four areas – Seattle, Vancouver, Spokane, and Olympia - are for fit testing, measuring and alterations as needed. The full list of desired alterations to be priced is included in second tab of Exhibit C-1 – Bid Price.
No
How many troop locations are there?
There are 8 district offices. Marysville, Bellevue, Bremerton, Tacoma, Vancouver, Yakima, Wenatchee, and Spokane. Each district has numerous detachments scattered throughout the district. Bidders are expected to have an ability to provide measuring, fit testing and alternations in at least Seattle, Vancouver, Spokane and Olympia. If Bidders are able to respond to the other detachment offices for fit testing and alterations that would be a bonus. Bidders are not expected to be able to travel to every detachment office.

Other than attachment of emblems, could you please explain what, if any, individual alterations are required to be included in the cost of the garments?
