About this file

This document is a user guide for a Wisconsin statewide contract for Video Remote Interpreting (VRI) services, contract number 505ENT-M18-VRIFORASL-00. The contract is mandatory for Wisconsin state agencies, optional for the University of Wisconsin System and campuses, and available for cooperative use by Wisconsin municipalities. The Department of Administration's State Bureau of Operational Procurement manages the contract, with Kristina Harris serving as the contract manager.

The contract covers VRI services for American Sign Language (ASL) and foreign language interpretation for clients who are deaf, hard of hearing, deaf-blind, or have limited English proficiency. The service requires software installation on user devices with internet streaming capability, though agencies must provide their own equipment and IT support for setup. The contract term runs from October 1, 2018 to September 30, 2024, including two renewal periods. State purchasing cards are accepted, and contractors have signed HIPAA Business Associate Agreements. When contracted vendors cannot provide specific services, agencies must obtain Business Case Exception approval by contacting the contract manager with documentation of vendor unavailability. Pricing information and vendor details are available in separate documents referenced in the guide.

Scope State of Wisconsin agencies routinely conduct business with clients who are deaf, hard of hearing or deaf-blind who use American Sign Language (ASL) as their primary language, or a client may have limited English proficiency (LEP).

This contract is for VRI services for ASL; however, it may also be used for VRI services to interpret foreign languages. The technology involves installing software provided by the Contractor onto a computer or other device and the video is streamed over the internet. Setup time is required prior to the event to establish and test connection.

This contract does not include any equipment or software needed to establish the video conference link to the Contractor. The buying agency will be responsible for any equipment or software, and the agency's IT or AV staff will be needed to complete set up or trouble shoot during the conference.

BUSINESS CASE EXCEPTIONS: A specific form is no longer needed for waivers, now called Business Case Exceptions (BCE). In cases when none of the contracted vendors are able to provide a specific service, users must email kristina.harris@wisconsin.gov to obtain a BCE approval prior to contracting with a non-contracted vendor. The email must include documentation that all contracted vendors were contacted and were unable to provide the services needed; the name of the non-contracted vendor being requested; and the rates for that vendor. Upon approval of the BCE, State users must follow all procurement policies and procedures, including spending thresholds.

Contractors have signed Business Associate Agreements for HIPAA. To obtain a copy of the agreement, contact Kristina Harris.
