About this file
This document is a Solicitation Amendment for Solicitation No. 00619 "Custom Uniforms" issued by the State of Washington's Department of Enterprise Services. The purpose of this amendment is to provide responses to questions and answers raised during the Pre-Bid Meeting, update the email address for bid submissions, and make changes to several exhibits. Key changes include clarifying the uniform wear testing timeline and the manufacturer sample submission process. The solicitation seeks to establish a new Master Contract for custom uniforms, jumpsuits, and related alteration services, with the intent to award one vendor per category. The solicitation is open to state and local jurisdictions, including Thurston County.
Regarding pricing, the amendment clarifies that the contract will hold pricing for 3 years, and that contractors may choose to offer lower prices during the contract term. Surcharges for less than minimum orders are addressed in the exhibits. The amendment also removes the requirement for ISO 9001 certification, as it was determined that this would limit competition. Bidders are allowed to submit more than one bid, and the evaluation will focus on the overall best value, not just price.

Change Solicitation?
1
Since bidders are required to bid on every item, if one bidder has a better price for one item a and another bidder has a better price for item b, would different items be awarded to different bidders?
As stated in solicitation Section 2.1, DES intends to award one (1) vendor for each category. In extenuating circumstances, e.g. limited responsive bids, unreasonable pricing outside competitive range for an item, or similar, DES would have the option of not awarding an entire category to 1 bidder.
No.
2
Can both vendors be at the measuring session at the same time to measure all at once?
DES will work with WSP to create a process for measuring the officers performing the wear test. The process will be overseen by DES and offered to both vendors advancing to the wear test evaluation. DES coordinators will be present for the measurements.
No
3
Can we measure each wear test person individually?
See response to Question #2
No.
4
Would the state consider accepting decrease in price due to tariffs?
Section 3.3 of Exhibit D1 – Master Contract explains how price adjustments will be handled. If bidders have issues or concerns with the Master Contract, bidders can address those issues by submitting Exhibit D2 – Master Contract Issues List.
Section 3.4 of Exhibit D1 – Master Contract explains that the prices established in the contract are price ceilings. Contractor may choose to offer lower prices to Purchasers during the term of the Master Contract.
No.
5
Would the state like to have an estimated lead time for each item?
Section 5.5 of Exhibit D1 – Master Contract addresses the required delivery timeline for the contract. If bidders have issues or concerns with the Master Contract, bidders can address those issues by submitting Exhibit D2 – Master Contract Issues List.
No.
6
Question and Answer period ends on Sept 6th. How long after that deadline will the answers be available?
DES will post answers to questions in a timely manner. We understand that responses may alter how bids are built and will do our best to be considerate of the solicitation timeline. Should questions and answers require a change to the solicitation timeline, DES may choose to alter the solicitation deadlines.
No.

If multiple bidders are bidding the same non-SOQ manufacturer, can the manufacturer choose to supply 1 sample to cover multiple bidder’s submissions? (We’re a manufacturer, we have several vendors bidding).
Yes. A manufacturer can choose to submit one sample item (from required list in Exhibit C1) to cover multiple bidder’s sample submission.
When submitting samples, be sure indicate which item each sample represents.
No.
8
In the master contract, it says that the pricing will be held for 3 years after the effective date. If we had an issue with holding pricing for 3 years, would D-2 be the place to address this?
Yes, any issues with the Master Contract (Exhibit D1) must be addressed in your submission of Exhibit D2 – Master Contract Issues List. We determined based on the PPI for this industry that holding the pricing for 3 years was fair for this industry.
No.
9
Is there a place to list surcharges for minimum order quantities?
No. Minimum order quantities would not have a surcharge. Surcharges for less than minimum orders can be found in Exhibit C1, Tab 1, Section 2.
No
10
WSP has officers located thoughout the state of Washington and will need to have measurements taken at their district headquarters offices or detachments offices located in xxx(need locations from WSP).
How will your company manage supporting these various locations for measurements, fit testing, alterations, etc.?
For Category Two, just for jumpsuits. DES will be looking for how vendors provide service in throughout the state.
11
Of the questions asked here today (during the Pre-Bid Conference), will we need to submit those in writing?
We are taking notes throughout this discussion and doing our best to capture all questions presented here. If questions were overlooked, or not answered as sufficiently as desired, feel free to submit clarification.
No.
12
Per the manufacturer of the jumpsuits requested in the above referenced solicitation, the specifications in Exhibit B2 are outdated. The main difference is Schoeller has updated their fabric. Would the State consider updating the specification to match the attached document updated by the manufacturer?
Exhibit B2 has been updated as requested by WSP.
Yes. See Exhibit B2.
13
Samples (provided for evaluation step #2) don't have to be WSP blue but price should include the WSP blue price, correct?
Correct.
No.
14
Should we list our surcharge as a percentage or a dollar amount?
Either one is acceptable. DES can find a calculation to standardize.
No.
15
Specific format for questions?
Any questions regarding the solicitation should be submitted in writing via email to the Procurement Coordinator, Mo Tabor at the team email address listed in the solicitation.
There is no specific format in which they need to be submitted.
No.
16
The bid requires that the bidder must provide ISO 9001 Certification for Textile Manufacturing per Page 8 of the bid document. If a certain manufacturer does not have this certification, would the State accept the bid for the manufacturer/product that does not have this certification?
The requirement for ISO 9001 Certification has been removed.
Yes.
17
There are only two vendors in the entire country that are ISO 9001 certified. What made you put that in?
We hadn't realized that this was the case.
See response to Question #16 No.
18
Are vendors allowed to submit more than one bid?
Yes, bidders can submit more than one bid. The state is looking for the best overall value.
No.
19
What happens if the price amount is higher on few products but lower on others?
See response to Question #1.
No.
20
What happens if an alternate product is submitted that's more money, but in the review, state police deem that it's better, and would prefer that product over the SOQ?
We have to follow the rubric set up in the evaluation. For evaluation Step #2 – Specifications evaluation price is not considered. Bidders must present their overall best price in Exhibit C1.
The current criteria of the product list was vetted by stakeholders. The goods and services in this solicitation meets their criteria. The award will occur based on the criteria listed in the solicitation.
No.
21
What is the value placed on one vendor/invoice/contact vs. awarding multiple items under one category to multiple vendors?
See response to Question #1
No.
22
Where do we send the samples?
Samples should be sent to one of the addresses listed in Section 3.8 of the solicitation.
No.
23
Shipping – Can shipping be charged? If shipping is included in the pricing, can that be limited to agency/department locations. If a home address is chosen, can that be chargeable? There is a significant price difference in shipping to a business vs. a home. We would be open to having the agency using their UPS or Fed Ex shipping number which would be the most cost effective way for either the entire program or at a minimum home deliveries.
In accordance with Exhibit D1 – Master Contract Section 5.5(c) “Contractor shall ship all products purchased pursuant to this Master Contract, freight charges prepaid by the contractor, FOB Purchaser’s specified destination with all transportation and handling charges included”.
In accordance with Exhibit D1 – master Contract Section 6.5, “Contractor shall not included or impose any additional charges including, but not limited to, charges for shiping, handling, or payment processing”.
Shipments for this contract will not be sent to residential addresses.
No.

In looking at the time frame for the Questions & Answers and the due date of the bid, there is very little time for bidders to respond to the answers. The questions are due on Friday, 9/6/19, and even if the State responds within 24 business hours, that would be the Monday before the bid is due. Would the State extend the bid due date to allow time for bidders to provide a complete bid that would take into account the answers to submitted questions?
See Response to Question #6.
No.
25
Are you aware that if you intend to award Category 1 of the Competitive Solicitation Bid #00619 Custom Uniform Solicitation to only one vendor, than you will likely only receive 1 or possibly 2 bids for all the items in Category 1?
The intent of this solicitation is to be a fair and open opportunity. Market research indicated that supplying all items would limit competion. This is why the categories were separated in this solication. Market research aslo indicated that items in category one were avaialbe from multiple sources.
