About this file
This document is a Marine Surveyor's Inspection Report for a state-owned steel spud utility deck barge called the "CAMBRIDGE" located in Cambridge, Maryland. The Maryland Department of Natural Resources, Engineering and Construction Division contracted the marine surveyor to inspect the barge for structural integrity and overall condition. The report details the surveyor's findings and provides 17 specific recommendations for repairs and maintenance, including replacing damaged deck components, repairing rusted and distorted interior framing, and addressing issues with the coaming, cleats, bitts, manholes, spud wells, and exterior. The recommended repairs appear to be part of a larger state and local contract opportunity for sand/steel grit/wet blasting, modifying, repairing, and restoring up to three steel spud utility deck barges.
The contract opportunity likely requires bidders to provide pricing and a timeline for completing the recommended repairs and restoration work on the barges. There may be small business or disadvantaged business enterprise set-asides, and the work may be funded through state and/or local government sources. The contract term and any renewal options are not specified in the documentation provided.

BARGE INSPECTION
REPORT NO. 5792 JULY 8, 2022
TO WHOM IT MAY CONCERN: This is to certify that the undersigned surveyor at the request of Kelly Wright, State of Maryland, Department of Natural Resources, Engineering and
Construction Division, 580 Taylor Avenue, D-3, Annapolis, Maryland, 21401, attended the barge out of the water at DNR E/C Terminal, 301 Cemetery Avenue, Cambridge, Maryland, 21613, on the 8th day of July in the year 2022, and did an inspection of the deck, hull sides, bottom, and interior to determine overall condition and establish areas of repair. As per contract, the barge was inspected for structural integrity. All accessible compartments were inspected for structural defects. Random ultrasonic readings were taken.
DESCRIPTION
The barge is a spud barge referred to as “CAMBRIDGE.” The approximate measurements are:
LOA 80’0”, BEAM 26’0”, and DEPTH 5’0”. The barge consists of 6 compartments. The barge was manufactured by Yacht Maintenance Company, in the year 1985.
EQUIPMENT AND PROCEDURE
The inspection was conducted using a Cygnus 1 heavy duty multiple echo ultrasonic thickness gauge and Check Line Wall thickness gauge TI-CMX calibrated for steel.

PORT SIDE EXTERIOR
Since the hull side below the water line was not pitted, random readings were taken at 10 foot intervals. I did note some light pitting above the water line and minor crevice pitting on the hull side. However, it is not a structural issue. For the ultrasound reading, .370” was used as a base line. The readings are:

DECK
The deck has oil canning, and most of the paint has been worn away. On the forward end of the barge, about 10 feet aft, the deck is torn open for about 10 inches, as shown in the picture below.
I also noted very heavy pitting on the port forward corner around the forward section of the coaming, as shown in the below picture on the left.
The picture on the right show heavy paint loss with a considerable amount of surface scaling.
Since the deck was so rough, interior readings were taken to determine metal loss.
On the aft deck, from the coaming base, running approximately 4 feet aft, the deck is very heavily scaled. See pictures below.

COMPARTMENT #2 INTERIOR
Compartment #2 is in good condition. The bulkhead is in good condition. The steel framing and plating still holds its protective coating. Note, there are areas throughout with light rust starting to form. There was no significant metal loss detected to the steel framing. However, both longitudinal trusses are heavily distorted. Due to the distortion, ultrasound readings were taken using a 2’ x 4’ pattern. The bottom appears to be in good condition from the ultrasound readings.
The deck was ultrasound using the same 2’ x 4’ pattern. Each area of replacement is 2’ x 4’. The areas of rust will need to be cleaned, and new protective coating applied to clean areas. The two longitudinal trusses are 16’ long and are constructed from 2” x 6” channel and 2” x 3” angle iron.
It’s recommended that vertical stanchion be added to the new trusses.

SURVEYOR’S COMMENTS
At the time of my inspection, there was still a few zincs remaining on the hull sides; thus, we did not see a lot of pitting of the hull.
I had a few concerns on the construction, such as the coaming was not properly supported on the sides. Also, drainage seemed to be a problem with a lack of properly placed limber holes.
The other concern I had was the light construction of the interior supports. It is my professional opinion that there should be more vertical stanchions and perhaps heavier transverse trusses.
The forward manhole cover is made of aluminum. Since the hatch is install on the forward end of the barge, it may be subjected to weight, which the hatch is not designed to handle. Since the ring needs replaced and deck area will also need to be replaced, it may be a good idea to relocate the hatch.
It would appear that a lot of the problem with said barge was lack of protective coatings and water in the interior.
