About this file
This document is a Marine Surveyor's Barge Inspection Report for the State of Maryland, Department of Natural Resources, Engineering and Construction Division. The report details the inspection and assessment of the 60-foot steel hopper/utility barge "Baltimore", including the condition of the hull, deck, framing, spuds, and interior compartments. The inspection found significant corrosion and metal loss on the hull sides and bottom, requiring replacement of steel plates from the lower rub rail to the chine on the port and starboard sides, as well as the forward and aft rakes. Additional recommendations include replacing cables for the two hydraulic winches, repairing the spud, and coating/painting the exterior once repairs are completed.
Based on the inspection findings, the state agency has issued a contract opportunity for sand/steel, grit/wet blasting, modification, repair, and restoration services to the three steel spud utility deck barges, in alignment with the surveyor's recommendations. The contract will require the awarded vendor to perform the necessary repairs and maintenance to restore the barges to serviceable condition.

BARGE INSPECTION
REPORT NO. 5793 JUNE 29, 2022
TO WHOM IT MAY CONCERN: This is to certify that the undersigned surveyor at the request of Kelly Wright, State of Maryland, Department of Natural Resources, Engineering and
Construction Division, 580 Taylor Avenue, D-3, Annapolis, Maryland, 21401, attended the barge out of the water at DNR E/C Terminal, 301 Cemetery Avenue, Cambridge, Maryland, 21613, on the 21st and 29th days of June in the year 2022, and did an inspection of the deck, hull sides, bottom, and interior to determine overall condition and establish areas of repair.
DESCRIPTION
The steel barge is called “Baltimore”. The barge is a hopper/utility barge with fore and aft rakes.
The barge was built in the year 1990. The barge’s approximate measurements are as following:
LOA 60’0”, BEAM 24’0”, FROM WATERLINE TO DECK GUNWALE 4’4”, and DRAFT 2’0”.
The transverse trusses are 2” x 3” x .250” placed at 24” centers. The vertical stanchions are 3” x
5” x .250” channel. The diagonal stanchions are 2” x 2” x .250” channel. The bottom frames are
2” x 3” x .250” placed at 24” centers. The barge has soft chines. The 5/16” (.3125”) steel plates were used in the construction of the deck, hull sides and bottom. A standard of 20% metal loss is being used with ultrasound gauge error of 0.025. Any readings lower than .250” is below acceptable level.
PORT HULL SIDE - EXTERIOR
This area starts at the bow from the water line to the bottom of the vessel. I noted that on port side the weld seams have heavy stay current and significant metal loss.

INTERIOR COMPARTMENT #1 - FORWARD RAKE
The steel framing in compartment #1 is in good condition. The bottom frames and side frames and the first 12” of the vertical stanchions are heavily rusted.
The underside of the deck and upper portion of the framing still holds most of its protective coating.
The bottom has standing water and sludge. Due to buildup of biologic marine growth on the exterior bottom and standing water and sludge in the interior of compartment, ultrasounds were taken where accessible from the interior. The bottom frames make a 2’x 4” grid. All readings were taken close to center creating a 2’x 4’ grid pattern. From a visual inspection and ultrasound reading, there is no need for steel replacement in compartment #1. However, located at Bay #4 frame #4 is a reading of .280”. This reading is .005” below the normal metal loss. Compartment
#1 will need to be pumped dry, all steel cleaned, and new protective coating applied to all surfaces.

RECOMMENDATIONS
1) Replace steel from the lower rub rail to the chine of the forward rake, aft rake, port hull side, and starboard hull side.
2) Repair the starboard lower rub rail. This repair can be done in section versus replacing the entire rub rail.
3) The rust bloom areas above the water line can be replaced in section versus replacing the entire area.
4) Since the exterior of the barge had limited access due to the barge setting on the railway cart and covered with barnacles, an evaluation of the bottom was taken by interior ultra-soundings.
It would appear that not all of the bottom will need to be removed. However, there are sections that will need to be cut away for steel replacement. I recommend the following:
a) Clean the interior bottom of all mud, concrete and debris.
b) Sand blast the barnacles off the bottom.
c) Areas of steel plate that have heavy scaling and heavy pitting will need to be replaced.
d) Proper coating (epoxy) should be applied to interior after plate replacement
5) As per ultrasound readings, the following areas will need replaced. The areas are given by interior locations:

RECOMMENDATIONS (cont.)
6) Repair the corners of upper rub rail. (If so desired)
7) Replace the cables for both winches.
8) Repair spud. Also, sand blast and paint with units.
9) Install sacrificial anodes.
10) Repair the coaming, if so desired.
11) Replace the steel tabs that support the pads on the aft rake bow support.
12) Prime and paint the exterior once all repairs are completed.

SURVEYOR’S COMMENTS
Overall, there is minimal loss of steel for this barge. The problem is stray current issues, which have caused a problem for structural integrity. From the natural waterline down to the chines, including both rakes, there is an excessive amount of stray current damage. I have also noted that while underload, there are rust blooms that formed above the waterline on the aft rake. On the starboard side lower rub rail, there is a considerable amount of stray current to the underside of the rub rail.
The deck shows normal wear and tear for a barge of its age, with some rusting with very little paint protection remaining. There is oil canning throughout the deck. The coaming is well secured and does have some minor damage, but it is still usable.
The bottom was covered with barnacles, which could not be removed at the time inspection since the barge was inspected on the rail cart, which allowed very limited access. In order to get an idea of the condition of the bottom, the bottom had to be ultrasounded in the interior.
