About this file

This Request for Proposals (RFP-CM-15-001) is issued by the Colorado Department of Personnel & Administration, State Purchasing Office, seeking managed print services (MPS) for the Integrated Document Solutions (IDS) unit and other eligible Colorado state entities. The solicitation requests comprehensive managed print services including management of multi-function devices (MFDs), network monitoring technology, analytics tools, and related support services. The primary customer is IDS, which currently manages 475 multifunction devices for 18 state agencies, with an estimated 10,000 existing print devices across the state and approximately 123 million annual printed impressions. The RFP seeks proposals from qualified manufacturers, vendors, or resellers capable of providing statewide services across state agencies, institutions of higher education, political subdivisions, and eligible non-profit organizations. The deadline for written questions is December 23, 2014, with state responses due by December 24, 2014. Intent-to-bid notifications are due by December 31, 2014. Proposals are due by January 26, 2015, at 1:00 PM Mountain Time, with a public opening scheduled for 2:00 PM the same day. Vendor presentations and site visits are anticipated for the week of February 8, 2015. The initial contract term extends from the execution date through March 31, 2017, with options to renew for up to three additional one-year periods, providing a maximum contract term of five years.

Pricing must be provided on a cost-per-click (CCP) basis for monochrome and color formats, with page coverage factored at 10 percent for monochrome and 20 percent for color regardless of paper size. All costs for delivery, shipping, service, supplies, and the state's one percent administrative fee must be included in the pricing. An awarded contractor must hold pricing for the initial 12 months and may request increases once per 12-month period thereafter with 60 days' notice and cost justification. The state's current IT environment utilizes Microsoft Windows 2003/2008 Active Directory networks, SMS/SCCM for software deployment, Dell/HP/Lenovo/Apple computers, Windows 7/8, Microsoft Office 2007, and Symantec Endpoint Protection. Contractors must comply with the Office of Information Technology's Service Level Agreement Requirements and security requirements as specified in the exhibits. The state currently contracts with Xerox and Konica-Minolta for MFP leases and maintenance. Contractors are required to provide quarterly security audits of monitoring centers at their expense, submit detailed quarterly volume reports segregated by customer type (state agencies, higher education, political subdivisions, non-profits), and maintain 24/7 emergency contact availability. The minimum payment terms are net 30 days, with late fees of 1 percent per month applicable after the 46th day. The state reserves the right to award to multiple contractors and does not guarantee any minimum purchase quantities.

The State reserves the right to continue with existing contracts should the pricing in these RFP responses be deemed non-beneficial to the State. Further, the State reserves the right to continue with existing contracts in addition to the awards resulting from this solicitation if deemed it is in the best interest of the

Services include management of multi-function devices (MFD’s) and related services, and providing a solution for transition. Vendor presentations may be requested before award of the contract and the State may also request a demonstration of the proposed technology.

As a result of this RFP, the State intends to award multiple “Price Agreement” contracts. A Price Agreement, by its nature, is indefinite in its size and value. It does not determine a specific quantity, time, or place, for the State’s ordering practices; it does establish terms and conditions and a list of identified maximum prices for all applicable laundry and ware wash products (dry and liquid chemical formulations) that are covered under an awarded contract. Ordering Entities will place orders for goods/services through “Delivery Orders” (i.e. orders, purchase orders, etc.) that are based on the pricing in the Price Agreement’s terms and conditions.

The State may award all or part of this RFP based on the best interests of the State and reserves the right to award to multiple Offerors. To maximize chances of success in this process, Offerors are encouraged to provide an aggressive response to this RFP.

The State’s goals include:
