Aircraft for Safe Display
The Department of the Navy, Naval Supply Systems Command, is seeking qualified and experienced sources to provide Aircraft for Safe Display support services in support of the Naval History & Heritage Command (NHHC). The government plans to procure these services as a Commercial Item under a single-award, firm-fixed-price contract. The period of performance will be a one-year base period from August 1, 2024 to August 31, 2025. The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office is seeking qualified sources capable of providing Stricken Aircraft Reclamation and Disposition (SARDIP) Services for F/A-18 aircrafts as well as disposal services for P-3 aircraft all located at Government facilities along the West coast of the Continental United States. The tasks include removing, tracking, documenting, packaging and shipping various components as directed by the Government, as well as manufacturing crates for Flight Surfaces. The contractor will also be tasked with demilitarization and disposition of other material pulled from the aircrafts. NAVSUP FLCN anticipates issuing a solicitation for a task order under the SeaPort-NXG contract with a period of performance of one (1) year.
The North American Industry Classification System (NAICS) Code is 541330, Small Business Size Standard is $16.5 million.
Interested businesses are invited to respond to this source sought announcement by providing the following limited to three (3) pages:

REQUEST FOR INFORMATION. This is a Request for Information (RFI)/Sources Sought (SS) synopsis issued by Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Philadelphia Office on behalf of NAVSYP WSS. NAVSUP WSS has a requirement for Disposal services for various aircraft and aircraft equipment located at 91-1299A Midway Street, Kalaeloa Airport, Barbers Pt., HI, 96707-0253.
A No-Cost contract is anticipated, as it is expected the price scrap material will cover the cost incurred in the disposal process. See attached PWS for details.

Firms possessing the requisite skills, resources and capabilities necessary to perform the stated requirement are invited to respond to this notice via the submission of an executive summary. Submissions are not to exceed three (3) typewritten pages in no less than 12 font size. In addition to the executive summary, industry feedback to the draft PWS is requested – all comments/ideas will be considered, although any questions/comments/ideas will not be responded to directly. The goal of such feedback is to consider suggestions that might enhance competition, improve the clarity of the requirement, or leverage industry expertise, as well as any other ideas that could result in an exceptional services.
The submission should include the following information:

The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to solicit and award a sole source, No-cost contract for Disposal Services at the AMARG facility in Arizona to HVF West, LLC located in Tuscan, AZ.
It is anticipated that the contract will contain a 1 year base period with four 1-year option periods . The applicable North American Industry Classification System (NAICS) Code is 562998. The small business size standard for this NAICS is $8 million in annual receipts. The FSC Code is P200.
