About this opportunity

Naval Supply Systems Command, through Naval Air Systems Command, intends to solicit on a sole source basis the demilitarization and disposal of two CP-140A aircraft for the Royal Canadian Air Force, with proposals due September 3, 2026. This is a WOSB set-aside with a 100% reserve, sole-sourced to HVF West, LLC, and processed under FAR Part 13 procedures.

Place of performance is Naval Air Station Patuxent River, Maryland. The contractor will screen for low-level radioactive waste and hazardous materials, disassemble and segregate aircraft components, obtain necessary certifications, and submit destruction certificates upon completion. Work must comply with federal, state, and local environmental, health, and safety regulations. Inspection and acceptance occur at both the contractor's facility and Patuxent River. The NAICS code is 423930 (Recyclable Material Merchant Wholesalers); the PSC code is P200 (Salvage—Aircraft); the small business size standard is 125 employees.

The contract is firm-fixed price with no cost to the United States Government; HVF West will recover expenses from the sale of recyclable material from the aircraft, with scrap metal proceeds offsetting demilitarization and disposal costs and providing fair compensation to the contractor. The period of performance runs from September 15, 2026 through September 14, 2027, plus four one-year option periods extending through September 14, 2031. Contractors must be registered and active on SAM.gov to be eligible for award. The contracting officer is Coleen Johnson, reachable at 771-229-2506 or coleen.r.johnson.civ@us.navy.mil.

Notice text

THIS NOTICE OF INTENT IS A COMBINED SYNOPSIS/SOLICITATION FOR NON-COMPETITIVE REQUIREMENT: The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Regional Directorate intends to solicit on a firm-fixed price basis using sole source acquisition procedures with HVF West, LLC. The instant requirement is for the disposal of the two (2) CP-140A aircraft for the Commander, Royal Canadian Air Force (RCAF).

The Government intends to solicit directly with HVF West, LLC. on a sole source basis, as they are the only vendor who will provide this service at no cost to the United States Government (USG) on a bargaining basis, recovering their expenses from the sale of the recyclable material from the aircrafts. The scrap metal from the two CP-140A aircrafts will be used to offset the cost of the demilitarization and disposal and provide fair compensation to the contractor.

The NAICS code for this effort is 423930 and the size standard is 125 employees. It is the Government’s intent to process this procurement under FAR Part 13 procedures. The closing date for receipt of quotes is established within this combined synopsis/solicitation. Paper copies, faxed copies, or email copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the aforementioned websites for posting of the solicitation and any amendments thereto. The Government will not pay for any information received. Contractors must be registered on the System for Award Management (SAM) website (www.sam.gov) in order to be considered for the award. Lack of active registration in the SAM database will make a contractor ineligible for the award. Any questions related to this synopsis should be sent to the attention of Mrs. Coleen Johnson at coleen.r.johnson.civ@us.navy.mil
