About this opportunity
The U.S. Air Force Air Combat Command requires rental services for two 100-ton cranes with certified operators to perform specialized aircraft lifting operations at the 309th Aerospace Maintenance and Regeneration Group (AMARG). The procurement seeks contractors capable of conducting tandem lifts of aircraft weighing up to 170,000 pounds within a 20-foot radius in a highly congested operational environment. Contractors must provide all necessary supplies, materials, tools, equipment, transportation, personnel, labor, supervision, and management, while the government will supply rigging equipment and ground support crews. Evaluation will be based on three factors: Technical Capability (including equipment specifications and operator certifications), Lead Time, and Price. Quotes must be submitted by 8:00 AM PST on September 26, 2025, via email to Contracting Officer Patricia Murray, including a 5-page technical capability narrative, pricing schedule, and required representations and certifications.
This opportunity is designated as a Total Small Business Set-Aside under NAICS code 238990 (All Other Specialty Trade Contractors) with a size standard of $19 million. The government intends to award a Firm-Fixed Price contract for 10 consecutive business days of crane rental services, with operations scheduled between September 29 and October 16, 2025. All lifting operations will be conducted exclusively during daylight hours due to safety requirements and the congested nature of the work environment. The contract will be performed at Davis-Monthan Air Force Base in Arizona, where cranes will operate in close proximity to other aircraft requiring precise maneuvering capabilities. The solicitation incorporates applicable wage determination requirements under the Service Contract Act, specifically Wage Determination 2015-5473 Revision #24 for Pima County, Arizona.
