SYNOPSIS OF PROPOSED CONTRACT ACTION/PUBLIC ANNOUNCEMENT
PRE-SOLICITATION NOTICE
This is a synopsis of a proposed contract action / pre-solicitation notice for non-commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.207, as supplemented with additional information included in this notice. This announcement constitutes only the public announcement of a pre-solicitation notice; it is not a solicitation.
The Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center Port Hueneme Division (NSWC PHD) is anticipating to issue a Request for Proposals (RFP) with a small business set-aside no sooner than 15 calendar days after the issuance date of this posting for Alteration Installation Team (AIT) Support Services. The Product Service Code is N019 – Installation of Equipment-Ships, Small Craft, Pontoons, and Floating Docks. The North American Industrial Classification System Code is 336611 – Ship Building and Repairing Custom Computer Programming Services, with a small business size standard of 1,250 employees.

Duration of Contract Period: One twelve-month base period plus four twelve-month option periods. The anticipated period of performance is as follows:

Description of Services: This requirement is to provide AIT support services to NSWC PHD On-Site Installation Coordinators (OSICs) onboard ships and land based facilities, including Government laboratories. These services include, but are not limited to:
Installation and engineering support
Removal and modification of equipment or system
Welding
Fire watch
Erecting scaffolding
Opening and closing ship bulkhead and hull access cuts
Rigging
Equipment and false deck foundation fabrication and modification
Transportation and secure storage of material and equipment, power panel and circuit modifications
Installing and removing cables throughout the ship/laboratory/site
Installing connectors on electrical network and fiber optic cables
Repairing decking/flooring of ship/laboratory/site spaces
Repairing disturbed surfaces, sanding, grinding and painting
Crate, package and ship to/from CONUS and/or OCONUS locations
A detailed Statement of Work (SOW) will be provided with the issuance of the solicitation.

The National Oceanic and Atmospheric Administration (NOAA) is seeking a qualified small business contractor to replace the sponsons on a 15-foot Rigid Hull Inflatable Boat (RHIB) located at their Marine Operations Center - Atlantic facility in Norfolk, VA. The solicitation requires the contractor to supply and install a new sponson tube made of 1100 weight Hypalon material, complete with specific NOAA lettering, adhesives, repair kit, and foot pump. Quotes must be submitted by February 18, 2025, at 2200 PS, with award being made on a best value basis that considers capability, availability, and price. Evaluation will include assessment of past performance, technical details, parts availability, and service completion capability. The contractor must submit detailed cost breakdowns, material specifications, and three references for similar work performed previously.
This contract is a 100% small business set-aside under NAICS code 336612 with a size standard of 1,250 employees. The period of performance runs from February 20, 2025, to April 7, 2025, with a delivery deadline no later than April 7, 2025. The contractor will be responsible for transporting the boat to their facility, removing the old sponson, preparing surfaces, installing the new sponson, and conducting leak testing before returning the boat to NOAA. NOAA will handle removal and reinstallation of associated boat components like the motor, running gear, steering controls, fuel tank, and console. SOURCES SOUGHT ANNOUNCEMENT:
This is a Request for Information (RFI) as defined in FAR 15.201 (e). The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) anticipates a contract requirement to provide engineering and technical support services for Alteration Installation Team (AIT). This procurement provides services to the Air Dominance Department (A-Dept.). These services include installation, modification, logistics and upgrade for various Cooperative engagement Capability systems of NSWC PHD. NSWC PHD is a field activity of Naval Sea Systems Command (NAVSEA). NSWC PHD A-Dept. is the In-Service Engineering Agent (ISEA) for the Cooperative Engagement Capability (CEC). The Contractor shall include installation task planning & coordination, procurement of installation material & prefabrication, installation execution, reporting, and closeout. The Contractor shall also include material tracking, inventory management, packing, crating, and handling for shipments and receipt transactions, material shipping, material disposal, inventory database updates, routine inventories, and procurement of incidental materials. The primary work location will be at NSWC PHD in Port Hueneme, California.
This RFI is issued for informational and planning purposes only and does not constitute an Invitation for Bid, Request for Quote, or Request for Proposal. This RFI is not to be construed as a commitment by the Government to issue a solicitation or award a contract. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. As such, the Government will not reimburse any costs associated with responding to this notice. Information submitted in response to this RFI will become the property of the United States Government.
This is a follow-on requirement for SeaPort-e Task Orders N00178-04-D-4018-L601, L602, L603 and L604.
The anticipated performance period will span five (5) years which will include a 12-month base period and four 12-month option periods beginning in March 2021. The contract will be Cost-Plus-Fixed-Fee (CPFF).
Responses to this RFI may be used to determine Small Business set-aside opportunities. All Small Business set-aside categories will be considered under North American Industry Classification System (NAICS) Code 336611. In accordance with FAR 52.219-14, Limitations on Subcontracting, Small Business concerns are reminded that in performance of contracts awarded under small business set-aside procedures, at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern.

2. CAPABILITY STATEMENT
Interested parties shall submit a Capability Statement that succinctly addresses the following items to demonstrate the contractor's capability to perform the requirements of the attached draft Statement of Work (SOW):
(a) The contractor's ability to manage, as prime contractor, the types and magnitude of tasking in the draft SOW;
(b) The contractor's technical ability, or potential approach to achieving technical ability, to perform the requirement. For Small Business set-aside determination purposes, also include the contractor's technical ability to perform, or potential approach to achieving technical ability to perform, with at least 50% of the cost of the contract performance provided for by employees of the concern; and
(c) The contractor's capacity, or potential approach to achieving capacity, to conduct the requirements of the draft SOW. For the purposes of this Capability Statement, capacity shall refer to matters such as the magnitude of the tasking, the amount of equipment or facilities involved, and the size of the staff needed.
Note: Demonstrated ability to manage, technical ability, and capacity may include citing and describing the same or similar relevant performance, but does not limit the interested contractor's approach to demonstrate capability. Demonstrated performance must have been carried out within the preceding three (3) years.
3. FEEDBACK/QUESTIONS
(a) Feedback and questions regarding the feasibility or challenges to perform the work described.

RFI responses are limited to no more than 10 pages (8.5 X 11 inch) and 10-point Times New Roman font. Please email all capability statement responses regarding this requirement to the Contract Specialist, Michael Kennedy (Micheal.w.Kennedy@navy.mil) with copy to the Contracting Officer, Shane Schmidt (Shane.m.schmidt1@navy.mil) no later than 14:30 pm PST on 16 April 2021. NSWC PHD may request further information regarding the capabilities of respondents to meet the requirements set forth in the RFI. Further, interested contractors are requested to address the following specific requirement.
The contractor’s ability to obtain a Secret Clearance for personnel.
