About this opportunity
Naval Supply Systems Command seeks removal and replacement of a floating pier at Naval Station Gaeta, Italy, with a firm fixed-price quote due August 31, 2026, and a mandatory site visit on August 11, 2026. The procurement carries a Women-Owned Small Business set-aside with a HUBZone small business evaluation preference of 10 percent.
Place of performance is Gaeta, Province of Latina, Italy. The new pier must accommodate five boat slips with an 8-meter by 1.80-meter footprint per slip, while maintaining capability to harbor four boats at all times during removal and installation. All structural steel must be hot-dip galvanized to minimum 120 microns per UNI EN ISO 1461 Standard; floats shall be polyethylene-cased with expanded polystyrene core at 15 kg/m³ density; decking shall be 20mm minimum teak wood; and handrails with 8mm nylon rope must be installed every 2 meters. The pier must withstand 50-knot winds and 50-centimeter wave heights. Work must be completed within 120 calendar days from contract award, with a hard deadline of December 29, 2026, completing in FY26. The NAICS code is 488390, Other Support Activities for Water Transportation.
Quotes must be submitted electronically in three volumes: Technical Capability (product specifications and removal/installation schedule); Price (firm fixed-price in Euros exclusive of Italian VAT, valid 60 calendar days); and Certification and Past Performance (Anti-Mafia self-certification per DPR 445/2000 and SPRS rating). Only attendees of the mandatory site visit will be evaluated. A project plan is due within five business days of award; weekly status reports are due every Friday at 2:00 PM EDT. Evaluation criteria are Technical Capability (Acceptable/Unacceptable), Price (completeness and reasonableness), and Certification and Past Performance (Anti-Mafia compliance and SPRS rating). Amendment 01 extended the deadline to August 31, 2026.
