About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), through its Acquisition and Grants Office Western Acquisition Division and the Great Lakes Environmental Research Laboratory (GLERL), seeks integration and support services for 3rd Generation Environmental Sample Processor (ESP) technology. This procurement involves deploying, calibrating, embedding, and integrating a 3G ESP with surface plasmon resonance (SPR) technology into an uncrewed surface vehicle (USV) to monitor harmful algal blooms, assess phytoplankton community dynamics, and address public health concerns related to phycotoxins in the Great Lakes and Alaska. The contractor must possess the technical capability to integrate a water capture sampling system onto the USV and provide ongoing support to GLERL during mission deployments. NOAA asserts this is a sole-source requirement based on MBARI's exclusive ownership of the 3G ESP technology and its unique position as the technology developer with the necessary resources, knowledge, and infrastructure. The due date for interested firms to submit written responses is April 26, 2026, and responses must include proof of permits and detailed technical capability statements demonstrating ability to meet the stated requirements.
This procurement carries no small business set-aside designation. Monterey Bay Aquarium Research Institute (MBARI) is the anticipated noncompetitive awardee, with NOAA asserting it is the sole source capable of meeting the requirements. The estimated contract value is up to $9 million, with performance scheduled from June 1, 2026 through May 31, 2029, representing a three-year period of performance. The contract will be executed under simplified procedures in accordance with 41 U.S.C. 1901. The applicable NAICS code is 541690 (Other Scientific and Technical Consulting Services), and the Product Service Code is N019 (Installation of Equipment – Ships, Small Craft, Pontoons, and Floating Docks).
