SOURCES SOUGHT NOTICE: Naval Air Warcraft Center Aircraft Division is seeking eligible contractors to furnish effort including labor, material, and facilities as may be required to support and manufacture the items as specified within this document. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Government intends to solicit for the procurement of: Support for the MTUAS Government Program Manager Engineering and test efforts on the MTUAS MQ-27 series and ScanEagle Block E UAS systems. The MTUAS program achieved ATO for MQ-27 27 JAN 2020 and anticipates achieving F&DR and declaration of FOC in Q2 of FY21. A recent MTUAS CDD revision has resulted in the need to seek a new air vehicle solution. Current timeline anticipates the new solution identified Q4 FY21; IOC reached Q4 FY22; and FOC declared end of FY26. Concurrent with this plan, the current air vehicle solution will sunset, once the new solution reaches FOC. Until sunset, MTUAS must maintain innovational operational capability on the MQ-27 air vehicle.
The government does not possess (or cannot provide) the data necessary to perform the required continued support and development of performance improving modifications, inclusive of new technology and technological improvements, and operational and maintenance training on use of these technologies, repairs or manufacture of the item. The contractor must also review or analyze Government-designed aircraft components or payload integrations, meaning the contractor must not only possess technical data rights, but own mock or lab aircraft, maintain integration, installation and test facilities, and engage technical subject matter experts, knowledgeable of the platform technical data, including design, interfaces, hardware, software configurations, and integration. Applicable platforms are Insitu Special Operations Forces (SOF) specific platforms or variants, originating from supporting the MTUAS platform, SOF-Peculiar (SOF-P) variants of RQ-21 and other SOF-P variants of Insitu systems.
Theaters of operation and enemy forces are constantly changing and maturing, and MTUAS cannot allow any disruption or termination of upgrading and modifying the current solution to meet new threats when identified. The Government seeks to maintain continuity with the current OEM as the most efficient, practiced, proficient and cost effective means of maintaining the system functionality, integrity, maturity and competency while responding to evolutionary, emerging, expanding and competitive adversarial threats.
All responsible sources may identify their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this sources sought notice will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Source Approval is required. NAWCAD will not delay award while Source Approval is pending. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source.

The procurement aims to provide ISR services for domestic and coalition military partners in combat and contingency operations, with a focus on land-based and sea-based missions. The United States Special Operations Command (USSOCOM) and Marine Special Operations Command (MARSOC) are issuing this Request for Information (RFI) as part of a market survey for contractor-owned/contractor-operated (COCO) intelligence, surveillance, and reconnaissance (ISR) services. The RFI seeks to identify contractors capable of providing reliable delivery of sensor data to support DoD combat and contingency operational requirements. Key requirements include a minimum of 30 hours of endurance, 400 nautical mile operational range, 10 hours of on-station time, and advanced sensor capabilities. Interested vendors are requested to submit a capability statement package demonstrating their ability to meet the specified performance parameters within 30 calendar days.

The U.S. Army Contracting Command – Redstone (ACC-RSA) is issuing this Sources Sought as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Contractor Field Service Representative (CFSR) support for the Black Hawk Helicopter (UH-60) in use at various Foreign Military Sales (FMS) Outside Continental United States (OCONUS) locations in the Middle East, Far East, Europe, and the Americas. The result of this market research will contribute to determination of an appropriate acquisition strategy for the government. This Sources Sought will be used for information and planning purposes only and does not constitute a solicitation. It is not an Invitation to Bid (ITB) or Request for Proposal (RFP). The purpose of this Sources Sought is to identify potential sources capable of providing CFSR support for the Black Hawk Helicopter (UH-60) in use at various FMS OCONUS locations in the Middle East, Far East, Europe, and the Americas. These services are required to transmit the knowledge necessary to update the FMS customer personnel technical skill capabilities to operate and maintain the equipment. Each FMS customer has aircraft uniquely modified to the country’s requirements. The CFSRs shall provide on-the-spot advice to resolve technical problems incidental to the operation of the aircraft. The Government does not own and cannot provide the technical proprietary data necessary to perform these services. The Government anticipates awarding a new Indefinite Delivery Indefinite Quantity (IDIQ) contract. This effort is anticipated to be procured on a Firm Fixed Price (FFP) and Cost No Fee type contract. The effort is estimated to be over a 60 month period of performance.
If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored Statement of Capabilities (SOC) addressing the particulars of this effort, with appropriate documentation, supporting claims of organizational and staff capabilities identifying corporate experience in providing some or all of the tasks outlined in this Sources Sought. Submitted SOC’s by potential contractors shall be no more than 7-pages in length, single spaced, use 12-point Times New Roman font, 8.5 by 11 inch pages, with 1-inch margins. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
The Government will evaluate market information to ascertain potential industry capabilities to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel; and risk mitigation; and 4) provide services under an IDIQ contract.
