INTRODUCTION: This is a Pre-Solicitation Notice for project number 673-21-164 that requires Architect and/or Engineering (AE) Design Services for the Construct New Central Energy Plant project at the James A. Haley VA Medical Center located at 13000 Bruce B. Downs Boulevard, Tampa Florida. This project is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business Concerns (SDVOSB). The NAICS code for this procurement is 541330 Engineering Services and the annual small business size standard is $16.5M. This project requires a full design team to complete this project. The projected award date for the anticipated AE contract is on or before September 29, 2022. All information needed to submit SF330 documents is contained herein. The magnitude for construction (not design) of this project is between $20,000,000.00 and $50,000,000.00.
Federal Acquisition Regulations (FAR) 36.6 selection procedures apply. The architectural/engineering sources listed herein are being procured utilizing the Selection of Architects and Engineer s statute, also known as the Brooks Act or Qualifications Based Selection (QBS), FAR Part 36.6, VAAR Part 836.6, and VAAM Part 836.6. All submissions will be evaluated in accordance with (IAW) the evaluation criteria identified in the Selection Criteria. At least three (3) of the firms deemed to be the most highly qualified, after initial source selection, will be chosen for discussions/interviews. Firms will be selected based on demonstrated competence and qualifications for the required work as submitted. Firms that design or prepare specifications in conjunction with this contract are prohibited from participating on any future construction contracts based on those documents.
DESCRIPTION: The Government is seeking an AE firm to provide all professional services required for the design of a new central energy plant at the James A. Haley Veterans Affairs Medical Center located in Tampa, Florida. The existing central energy plant is undersized and consists of 3 boilers, 5 chillers, and all associated piping and equipment. The existing building must be cleared of all interior contents during construction, including boiler and chiller equipment, after the campus transitions to the new plant. The existing building will be utilized by the facility at a future date. The new central energy plant will be designed for construction at a new location on the VA campus and must provide power to the entire medical center and is therefore considered mission critical. It is important to the facility that energy production remain available during the duration of construction and a seamless transition occur from one central energy plant to the other. See attached statement of work for more detailed information.
The review/design of architectural, structural, mechanical, electrical, civil, or other engineering features of the work shall be accomplished by architects or engineers registered in a State or possession of the United States, or in Puerto Rico or in the District of Columbia and be authorized to complete professional design services in the state of Florida.
The project drawings/design shall follow applicable standards and codes described in VA Program Guides and design materials. Master Construction Specifications Index, VA Construction Standards Index, VA Standards Index, and Criteria are available in the Technical Information Library (TIL) on VA Website address: http://www.cfm.va.gov/til/.
The awarded AE firm will prepare drawings and specifications in sufficient detail such that qualified outside general contracting companies can prepare accurate and timely proposals for the desired work. The awarded AE firm is responsible for ensuring that the specifications and drawings supplied fully represent all of the work described in the Request for Proposal (RFP). The Medical Center must remain operational throughout the construction period and a detailed sequence of work will be provided by the AE firm to minimize the impact of the construction.
All offerors are advised that in accordance with VAAR 836.606-71, the total cost of the contract for AE services must not exceed 6 percent of the estimated cost of the construction project plus any fees for related services and activities. Additionally, FAR Clause 52.236-22 (c) - Design Within Funding Limitation, will be applicable to this procurement action. Design limitation costs will be provided to the most highly rated AE firm selected to complete the design.

In accordance with FAR 36.209 Construction Contracts with AE Firms and 36.606 (c), all interested contractors are hereby put on notice that no construction contract may be awarded to the firm that ultimately designs this requirement.

Additionally, this solicitation is also issued in accordance with Public Law 109-461, the Veterans Benefits, Healthcare Information and Technology Act of 2006, Sections 502 and 503, as a set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) contractors. Pursuant to 38 USC 8127(d), competition is restricted to SDVOSB construction firms, as there is a reasonable expectation that two or more offers from SDVOSB contractors will be received under this solicitation.
Apparent successful offerors must apply for and receive verification from the Department of Veteran Affairs Center for Veterans Enterprise (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status and ownership and control sufficient to establish appropriate status. Failure to be both VERIFIED by CVE and VISIBLE on VetBiz.gov at the time SF-330s are submitted, when the proposal is received as a result of the solicitation issued to the most qualified firm, and on the date of contract award will result in the offeror s proposal/SF 330 being determined ineligible for award. All offerors are urged to contact the CVE and submit required documents to obtain CVE verification of their SDVOSB status if they have not already done so.
SF 330s will be evaluated in accordance with the selection criteria as stated in this pre-solicitation notice. These evaluations will determine the most highly qualified firms for this particular requirement. In accordance with FAR 36.602-3-(c), at least three (3) of the most highly qualified firms will then be notified of the Government s intent to hold discussions.
Discussions will be held with the most highly qualified firms in the form determined to be most advantageous and economical by the contracting officer. This may include in writing, via phone interview or in-person interview presentations. The firms invited to participate in discussions will be notified by email and provided further instructions, to include any questions or topics to address. Following the completion of discussions, the firms will be evaluated and ranked for selection based on the selection criteria, and the most highly qualified firm will be selected and subsequently sent the solicitation. The final evaluation and ranking will consider the SF 330 submission for each firm, as well as additional information obtained via discussions.
A site visit may be authorized for the highest rated firm during the negotiation process at no-cost to the Government. If negotiations are not successful with the highest rated firm, the firm will be notified that negotiations have been terminated. Negotiations will then be initiated with the next highest rated firm, and so on until award can be made or the requirement is cancelled.
SELECTION CRITERIA: The VA will utilize the following selection criteria in descending order of importance to evaluate firms:

Professional qualifications necessary for satisfactory performance of required services.
Specific qualifications (i.e., education, training, registration, certifications, overall relevant experience, and longevity with the firm) of personnel proposed for assignment to the project.
The Designer of Record must be registered and licensed to complete design work for projects completed in the state of Florida.
The Designer of Record must have at least 10 years of experience with physical plants.
The Lead Designer in each discipline must be registered but does not have to be registered in the particular state where the project is located.
Record of working together as a team for the personnel proposed for assignment on this project. Submit the types and number of projects the firms (or design team members) have worked together on.
Provide professional license numbers and/or proof of licensure of key personnel proposed to complete work on the project.
Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials.
Specialized experience and technical competence will be evaluated based on the design team members knowledge, both individually and collectively as a team. Experience should include:

Firms shall submit project information on at least five (5) but up to seven (7) designs for projects involving energy production or similar design work including boilers, chillers, and electrical distribution that the prime contractor participated in. Designs must be complete or substantially complete prior to the due date of the pre-solicitation notice.
Describe processes in relation to design quality management procedures, Computer-Aided Design and Drafting/Building Information Modeling, Building Information Modeling, equipment resources and laboratory requirements for the firm and any proposed subcontractors.
Experience at incorporating sustainability principles into designs and evaluations, descriptions of waste reduction techniques and energy efficiency in facilities designed by the team, as well as familiarity with the use of recovered materials on construction contracts.
Capacity to accomplish the work in the required time. Provide the following items to demonstrate capacity:
Provide project lists for designs in progress or completed by the personnel proposed for assignment to the project; Indicate how the team accomplishes multiple, large and small projects simultaneously, at different locations, within required timeframes.
Provide number of and types of employees (prime and subcontractor), including the availability of additional competent, regular employees for support of projects, and the depth and size of the organization.
Provide volume of work awarded by VA during the previous 12 months to the prime and all subcontractors.
Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules.
Submit the prime firm s past performance information to determine the degree to which it demonstrates the likelihood it can successfully perform the requirements of the work as described in the Statement of Work. Submit evaluation information for all projects submitted for Factor 2, specialized experience and technical competence. If unable to obtain a completed CPARS, past performance questionnaires (PPQ) are acceptable. Please utilize the attached PPQ document. If unable to obtain a completed PPQ for a Factor 2 project, provide the customer s contact information along with the contract information. In the case of a joint venture, LLC, or other teaming arrangement formed for the purpose of competing for this contract, the Government will evaluate the past performance of the entities that comprise the newly formed entity. The Government will use information either furnished by the Offeror and reference(s) and/or information obtained from other independent data sources in evaluating past performance.
Submit any performance rating information, especially for VA projects, as well as information about the reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness.
Submit any record of significant claims against the firm because of improper or incomplete architectural and engineering services.
For firms without a record of past performance or for whom past performance information is not available, the firm will not be evaluated favorably or unfavorably.
Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified.
Location in the general geographical area of the project and knowledge of the locality of the project.
The geographic location of the main or branch office of the prime contractor shall be within 1000 miles of the James A Haley VAMC located at 13000 Bruce B. Downs Boulevard Tampa, FL 33612. All location measurements will be made by Google Maps (https://www.google.com/maps) from the firm s identified location.
Knowledge of the state of Florida in regard to designs. Firms must demonstrate knowledge of the locality which may include state licenses or projects completed for designs of projects within the state.
The extent to which potential contractors identify and commit to the use of service-disabled Veteran-owned small businesses, Veteran-owned small businesses, and other types of small businesses as subcontractors.
Firms must affirmatively acknowledge that they will commit to the use of SDVOSBs to the maximum extent practicable.
Experience in construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates
Firms must describe a minimum of five (5) projects that include construction period services. These projects may be the same as the projects submitted for Factor 2, specialized experience and technical competence. Provide reference information including email and phone number of customers and any available completed performance evaluations for these projects.
SUBMISSION REQUIREMENTS: All responding firms are required to submit Standard Form 330, Architect Engineer Qualifications, Part I and Part II. The SF 330, Part I must clearly indicate the office location where the work will be performed and the qualification of the individuals and subcontractors proposed to work on the contract and their geographical location.
You must submit your qualifications, and any supplemental information (such as past performance, spreadsheets, backup data, technical information), electronically to Cynda.rosa@va.gov no later than the due date and time of the submission.
Files must be readable using the current Adobe Portable Document Format (PDF). When submitting construction drawings, contractors are required to submit one set in AutoCAD and one set in Adobe PDF.
SF 330 submissions received after the due date and/or time will be handled IAW FAR 15.208 (b).

SF 330s shall be provided on standard letter size 8-1/2 by 11-inch paper, limited to a maximum of thirty-five (35), single-sided, single-spaced, and numbered pages. This includes title page, table of contents, and any other relevant information. If more than thirty-five (35) single-sided pages are submitted, all pages after thirty-five (35) pages will not be evaluated. The font for text shall be Times New Roman 12-point or larger. Part II of the SF 330 and any Contractor Performance Assessment Rating System (CPARS) reports and Past Performance Questionnaires will not count as part of the page limitations.
The SF 330 shall be submitted in one email and have a file size shall be no larger than 5 MB. No hard copies will be accepted.

In the case of a joint venture, LLC, or other team arrangement formed for the purpose of competing for this contract, the Government will evaluate the past performance of the entities that comprise the newly formed entity. The Government will use information either furnished by the Offeror and reference(s) and/or information obtained from other independent data sources in evaluating relevant past performance.
Performance ratings on completed projects, especially VA, as well as information about the reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness.
Any record of significant claims against the firm because of improper or incomplete architectural and engineering services.
For firms without a record of relevant past performance or for whom relevant past performance information is not available, the firm will not be evaluated favorably or unfavorably.
Location in the general geographical area of the project and knowledge of the locality of the project.
The geographic location of the main or branch office of the prime contractor shall be within 1000 miles of the James A Haley VAMC located at 13000 Bruce B. Downs Boulevard Tampa, FL 33612. Knowledge of the state of Florida in regard to designs. Firms must demonstrate knowledge of the locality which may include state licenses or projects completed for designs of projects within the state.
The extent to which potential contractors identify and commit to the use of service-disabled Veteran-owned small businesses, Veteran-owned small businesses, and other types of small businesses as subcontractors.
Firms must affirmatively acknowledge that they will commit to the use of SDVOSBs to the maximum extent practicable.
Experience in construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates
Firms must describe a minimum of five (5) projects that included construction period services. Provide reference information including email and phone number of customers and any available completed performance evaluations for these projects.
SUBMISSION REQUIREMENTS: All responding firms are required to submit Standard Form 330, Architect Engineer Qualifications, Part I and Part II. The SF 330, Part I must clearly indicate the office location where the work will be performed and the qualification of the individuals and subcontractors proposed to work on the contract and their geographical location.
You must submit your qualifications, and any supplemental information (such as past performance, spreadsheets, backup data, technical information), electronically to Cynda.rosa@va.gov no later than the due date and time of the submission.
Files must be readable using the current Adobe Portable Document Format (PDF). When submitting construction drawings, contractors are required to submit one set in AutoCAD and one set in Adobe PDF.
SF 330 submissions received after the due date and/or time will be handled IAW FAR 15.208 (b).

SF 330s shall be provided on standard letter size 8-1/2 by 11-inch paper, limited to a maximum of thirty-five (35), single-sided, single-spaced, and numbered pages. If more than thirty-five (35) single-sided pages are submitted, all pages after thirty-five (35) pages will not be evaluated. The font for text shall be Times New Roman 12-point or larger. Part II of the SF 330 and any Contractor Performance Assessment Rating System (CPARS) reports and Past Performance Questionnaires will not count as part of the page limitations.
The SF 330 shall be submitted in one email and have a file size shall be no larger than 5 MB. No hard copies will be accepted.

A. Description of Services:
The Department of Veterans Affairs plans to award an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Architect/Engineer Contract. The Indefinite Delivery Contract for Architect or Architect/Engineer firms will provide services to the VA Consolidated Mail Order Pharmacy (CMOP) locations, listed below.

C. The CMOPs are industrial type facilities with 80-90% of the space consisting of the automated prescription fulfillment system and warehouse, and the remaining 10-20% administrative. CMOPs receive bulk shipments of pharmaceuticals then package them for individual patients and prepare them for shipping.
D. Architect/Engineer services requirement will be procured in pursuant to 38 USC 8127(d); in accordance with Public Law 92-582 (Brooks Act); in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006; and in accordance with FAR Part 36. This acquisition is a Total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification Code (NAICS) for this procurement is 541310 (Architectural Services), with a small business size standard of $8.0 million.
The intent is to award an adequate number of IDIQ contracts for the needs of the CMOP locations for a period of one (1) year with an option to award four (4) additional years. Task orders may range from $5,000 - $500,000 each, with a maximum award amount of $2,500,000.00 over a five-year period. A&Es awarded contracts will have a guaranteed minimum amount of $2,500.00. The award of the initial task order will satisfy the minimum guarantee for the entire contract term (including option years).
E. General Information
Professional A-E services will be accomplished by task orders issued against the IDIQ contract. The A-E services required will be multi-disciplined and may include but are not limited to Architectural, Electrical, Mechanical, Structural, Civil, Plumbing, Environmental, Fire Protection, Interior Design, Sustainability/Energy, Physical Security, IT/Data, and Cost Estimating. The Firm shall be a licensed/registered professional firm. The Firm and/or Sub shall have licensure for the specific state where the CMOP facility is located.
Task orders can consist of, but are not limited to: performing and conducting charrettes, technical studies, analyses, surveys, investigations and reports, environmental sampling, due diligence services, including market research, planning site developments, equipment installations, designing and developing engineering construction drawings, specifications, cost estimates and design analysis, preparing technical portions of Request for Proposal (RFP) packages, supervising and inspecting maintenance, repair and construction projects, submittals, and performing the necessary supervision and coordination of all phases of A-E work.
All work shall be in accordance with local, state, and/or federal regulations, principally using VA Office of Construction & Facilities Management (CFM) Technical Information Library (TIL) criteria.
Cost proposals shall be submitted utilizing VA Form 10-6298, entitled Architect-Engineer Fee Proposal.
Individual task orders will be initiated from any of the CMOP locations. The selected Firm will be required to participate in a site visit, or conference call, meetings when requested, within 10 (ten) calendar days after receiving the request for proposal for a task.
Disciplines and capabilities may be represented within the same firm or with consultants that regularly work with the primary.
Computer Aided Design (CAD) capability with AutoCAD 2019 to current, and capability to digitize existing drawings for CAD use are required. Vendor shall utilize the latest version of software during the Contract Period of Performance.
Cost estimating will be based upon the latest version of RS Means in conjunction with VA CFM Cost Estimating and Space Planning Criteria.
Project scheduling will be based upon the latest version of Microsoft Projects, or Excel depending on complexity.
F. The selection criteria descriptions (1 through 7) are provided below.
Professional Qualifications Necessary for Satisfactory Performance of Required Services
Submission requirements:
Submit GSA Standard Form 330 GSA Standard Form 330, Architect-Engineer Qualifications, per FAR 36.603, that best demonstrate the firm's professional qualifications, including specific licenses and registrations relevant to the solicitation requirements.
Complete and submit a summary disclosure for each discipline, principal, project manager, and other support personnel, that will handle work for the solicited task orders. Each resume package may not be longer than two (2) pages in length. Disciplines to include, but are not limited to, Architectural, Electrical, Mechanical, Structural, Civil, Environmental, Fire Protection, and Cost Estimating.
Provide a chart depicting the relationships between the firm and all partners and/or subcontractors/consultants to be associated with this solicitation and identifying each of the firm s key positions/personnel and their role in managing work for these task orders.
Basis of Evaluation:
The evaluation of professional qualifications will include, but is not limited to, the subjective assessment of the firm's individual resumes as required in the solicitation.
Firms unable to demonstrate required qualifications necessary to perform designs may be considered non-responsive. Failure to provide requested data may negatively impact a firm's rating.
Higher ratings for this criterion may be given when the firm s specific personnel demonstrate excellent or very good credentials, above and beyond those typically expected.
Past Performance
Past Performance on contracts with Government agencies and private industry in terms of cost control, quality work, and compliance with performance schedules. Past performance relates to how well a firm has performed on substantially completed projects, within the past five years.
Definitions:
Past performance is a measure of the degree to which a firm satisfied its customers in the past and complied with applicable laws and regulations.
Government agencies are defined as local, state, and federal entities. Higher ratings may be given for work performed on VA campuses.
Private industry is defined as non-governmental clients.
"Within the past five (5) years" shall mean from date of proposal submission to five (5) years prior.
The term "substantially complete" shall mean a fully designed project with construction of the facility/project more than 80% complete.
The solicitation will require the following:

Past Performance Questionnaires shall include specifics for each project submitted, but not be limited to, the following information:
Project description, Contract amount, Dates, and Client information;
Providing a dialogue and a resulting rating for the areas of Quality, Professionalism, Cooperativeness, Problems, Adherence to schedule, Cost control, and Customer satisfaction,
Answer the question - "Would you award this firm another contract?"
Format of Questionnaire to be completed by the client is left to the firm.
Firms shall have previous clients submit design and construction projects Past Performance Questionnaires that are the same as the projects included in its proposal for Relevant Experience. Ensure correct phone numbers and email addresses are provided for the client point of contact. Failure to provide requested data or to provide an accessible point of contact may negatively impact a firm's rating.
Completed Past Performance Questionnaires are to be emailed or faxed from the client directly to the Contracting Officer and are not to be submitted via the firm. In order for the client evaluation to be considered, the Past Performance Questionnaires must be received no later than the due date/time of the solicitation.
The design firm shall have a minimum of three (3) past performance questionnaires submitted by their clients.
Firm to submit Past Performance Questionnaire to clients that:
Are knowledgeable of the firm's past performance.
Are willing to be interviewed by the Government using the past performance questionnaire.
Firms are encouraged to describe problems encountered on projects submitted for past performance and describe the corrective action taken to resolve the issue(s). Firms will also submit recognition documents received in the last five years, such as awards from clients, customers or professional organizations received within the last five (5) years.
In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of firm team members (partnership, Joint Venture, or parent company's subsidiary or affiliate), inquiries of owner representative(s), and any other known sources not provided by the firm.
While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the firm.
Submission requirements:
Submit up to three (3) relevant projects design complete or substantially construction complete within the past five (5) years and best demonstrates your relevant experience to the solicitation requirements. Firm is at risk of receiving a lower rating if fewer than three (3) relevant projects are submitted.

Failure to provide requested data or to provide an accessible point of contact (POC) may negatively impact a firm's rating.
The evaluation of past performance will include but is not limited to the assessment of the firm's commitment to customer satisfaction, timely delivery of quality work, the firm's record of conforming to specifications, successful implementation of quality control procedures; adherence to schedules; and history of reasonable and cooperative behavior.
Firms unable to demonstrate proven competence to perform projects similar to the requirements of the solicitation may be considered ineligible for award.
Higher ratings for this may be given when a proposal demonstrates excellent or very good ratings for past performance and customer satisfaction on projects relevant to the solicitation.
Evaluating past performance may include information provided by the firm, inquiries with previous customers, Government databases (Past Performance Information Retrieval System (PPIRS), Architect-Engineer Contract Administration Support System (ACASS), and any other publicly available sources.

Capacity
Capacity to accomplish multiple task orders up to $100,000 per task order within 90-120 days. Identify the firm's past and present workload and convey the understanding of being able to handle several task orders concurrently and within prescribed deadlines/constraints.
Submission Requirements:
Provide a narrative, (maximum of one 8-1/2" x 11" page) that discusses the firm's approach to accomplishing multiple concurrent task orders with emphasis on meeting prescribed deadlines while ensuring quality control.
Basis of Evaluation:
Evaluation of this factor will be a subjective assessment of the firm's ability to clearly demonstrate an understanding of multiple task order project goals and requirements set for the completion of multiple concurrent task order projects within prescribed deadlines.
