NIGP 85560: Makeup

NIGP 85560 Makeup, an Item code, captures makeup artist services that state and local governments procure as part of broader event, marketing, and production support contracts. Based on recent solicitations, state and local bodies are buying makeup artist services on an as-needed basis alongside video production, live streaming, event photography, studio portraiture, videography, and graphic design—typically through vendor-pool arrangements rather than for discrete, pre-defined projects. Universities are the issuing bodies visible in current activity, particularly higher-education institutions seeking flexible access to makeup talent for campus events, marketing campaigns, and media production without committing to minimum volumes or specific project schedules.

The University of Wisconsin-Milwaukee issued a Request for Bids (RFB 2026-UWMIL-01163) on April 13, 2026, with responses due April 27, 2026, to establish a qualified contractor pool for event and marketing support services including makeup artists. The solicitation is open to all qualified vendors with no set-asides or restrictions named, and UWM indicated no minimum order guarantee or identified future projects at the time of posting. Only one recent opportunity appears in the source material under this code, suggesting limited procurement velocity in makeup services as a standalone line item within state and local government contracting.
