Escrow and Investment Fund Mangement Support Services
The U.S. Department of Agriculture (USDA), Rural Development (RD) Business Center (BC) is seeking a contractor to provide Escrow and Investment Fund Management Support Services. The contractor will be responsible for maintaining, administering, and reporting on the USDA-RD-BC’s disbursement, banking, custody, and investment activity services related to deposits and disbursements. The contract will begin on May 20, 2024, and has four option periods, potentially extending until May 19, 2029.
Services and products to be provided:
Professional banking services
Timely and accurate reconciliation of various investment and disbursement bank accounts
Professional investment advice
Personnel, compatible software, access to reconciliation tools, financial system administrative set-up, supervision and other items and services necessary to perform the disbursement, banking, custody and investment services
Management reports including "Full" month-end (M/E) Account Reconciliation Plan (ARP) to include the prior months activity for cleared, voided, stop paid and outstanding checks, miscellaneous bank adjustments, M/E bank statements for each bank account, quarterly investment review for both Custody Accounts, etc.
Compliance with all Federal, State and local statues, regulations and standards
Safeguarding of all government Personally Identifiable Information (PII) and Single Family Housing (SFH) escrow borrowers' deposited funds
Internal controls on USDA-RD PII and SFH borrower escrow funds
On-line access to USDA-RD bank account balances, ACH and wire transfer transmission capabilities, void and stop payment of disbursed checks, positive pay monitoring and action (acceptance or rejection), check presentment totals, etc. on a daily basis
Account analysis statements, USDA-RD bank statement activity, Account Reconciliation Plan (ARP) reporting
Software, written instructions and training for daily processing and monthly reconciliation
Integration of daily processing software with the NowDocs application that USDA-RD utilizes
Communication software for real-time data transmission and processing
Cooperation with USDA-RD for inspections and reviews
Physical security and safeguarding of Personally Identifiable Information (PII)
Adherence to standards of conduct and restrictions
Provision of services during business hours of 8:00 AM through 5:00 PM (CST), Monday through Friday, excluding Federal Government holidays.

The SEC requirements include: data on U.S. common stocks and closed-end mutual funds listed on NYSE, AMEX, and NASDAQ; concurrent access to the aforementioned and to extensive company fundamental data; descriptive and market data on U.S. Government bills, notes, and bonds; data on active and inactive U.S. open-end mutual funds; and U.S. market indices on daily, monthly, quarterly, and annual index frequencies.
