About this opportunity
The Export-Import Bank of the US seeks a contractor to provide Export Business Development Events (Export BDE) Global services, with proposals due September 2, 2026. This is an unrestricted, full and open competition RFQ under FAR Part 13.5 simplified acquisition procedures, subject to availability of funds.
Place of performance includes CONUS, OCONUS, and foreign locations subject to pre-approval and federal travel regulations. The contractor will curate and manage flagship international convenings including the World Bank Spring Meetings, UNGA 80, U.S.-Africa Business Summit, country investor roadshows in Africa, Latin America, Europe, and the Middle East, and GITEX Global. Deliverables include curated invitation lists, stakeholder briefings, meeting summaries, co-branded promotional assets, a bi-monthly insights brief (one brief every two months, six annually), and webinar registration data. Eight country investor roadshows in Africa, Latin America, Europe, and the Middle East are required annually per performance period.
The contract is predominantly firm-fixed-price with economic price adjustment based on the Consumer Price Index for Airline Fares. The estimated value is approximately $600,000 to $900,000 per year. Period of performance runs from September 30, 2026 through September 29, 2027, with four one-year option periods and potential extension of up to six months. NAICS code is 523999 (Miscellaneous Financial Investment Activities) with a $47 million small business size standard. PSC code is R410.
Evaluation will weight management approach, pricing, and past performance equally—management approach and pricing weighted equally together equal in importance to past performance. Offerors may propose any subsequent annual United Nations General Assembly session occurring within the performance period. Cumulative past-performance questionnaires within the last three years shall not exceed four pages total. Subcontracting is permissible; the prime contractor remains solely responsible for subcontractor qualifications and compliance with FAR Part 44 or Part 12 and approved subcontracting plans. All costs including shipping, freight, tariffs, and duties must be included in the quoted price; no additional costs may be added afterwards. Amendment A00002 issued August 20 extended the due date and clarified requirements; Amendment A00001 issued August 19 confirmed subcontracting rules and work-plan requirements.
