About this vehicle
The New York State Office of General Services (OGS) Body Armor, Law Enforcement Statewide Contract (Group 35205) provides comprehensive procurement options for soft and hard body armor, shields, helmets, and related riot control equipment. The contract enables law enforcement agencies to acquire critical protective gear through a standardized mechanism. Specifically, the vehicle covers ballistic-resistant, stab-resistant, and combination body armor for police and peace officers, including various protective accessories such as carriers, trauma packs, and specialized protective equipment like riot and bomb protection gear.
The contract was awarded to multiple prime contractors on October 1, 2021, with a five-year performance period through September 30, 2026. Prime contractors include Applied Tactical Technologies, Central Lake Armor Express, GH Armor Systems, Point Blank Enterprises, RG Beck AZ, Safariland, Survival Armor, United Shield International, U.S. Armor Corporation, and Vel Tye, LLC. The contract is available to all New York State agencies, political subdivisions, public authorities, school and fire districts, and other authorized entities. Each contractor was awarded a separate commodity-type Indefinite Delivery Vehicle (IDV) with statewide coverage, and the contract has an estimated annual value of approximately $10,000,000.
The contract consists of nine individual IDVs (PC69423 (Applied Tactical Technologies, Inc.) through PC69433 (U.S. Armor Corporation)), each with a unique prime contractor. These IDVs provide standardized pricing and procurement mechanisms with no minimum order requirements. Notably, the contract does not establish specific minority- and women-owned business enterprise (MWBE) goals. Authorized users can leverage these contracts for body armor procurement, with potential additional benefits such as federal Bulletproof Vest Partnership reimbursement and Division of Criminal Justice Services (DCJS) reimbursement options. Each contractor must maintain current National Institute of Justice (NIJ) certifications and provide comprehensive product lines meeting stringent protective equipment standards.
